Dear Vladimir Vladimirovich!
In accordance with your instructions, we continue work on the development of the Far East. First of all, allow me to remind you of the foundations of our work in the macroregion. It is based on 91 federal laws, 543 presidential decrees, and acts of the Government of the Russian Federation, which were adopted with your constant support and attention.
What have we managed to achieve?
Key development indicators in the Far East are growing significantly above the all-Russian average. From 2014 to 2025, the growth of investments in fixed capital amounts to 469%. This is one and a half times higher than the all-Russian figures. Industrial production – 330%. Manufacturing production – 1.4 times higher. Volume of construction work – 1.5 times higher. Since 2015, 6.8 trillion rubles of private investment have been attracted to the Far East. 1118 enterprises have been built and put into operation. 191 thousand jobs have been created.
Vladimir Vladimirovich, at the X Eastern Economic Forum, you set us the goal of reaching 12 trillion rubles of invested capital by 2030. This is quite a high target. We are striving to achieve it. As of today, the figures exceed the planned ones by 1 trillion.
The special administrative regime helped return assets of 138 companies to Russia totaling 6.2 trillion rubles. Since 2018, residents of the SAR have paid 86 billion rubles in taxes.
I will focus on the main industries that ensure the development of the Far East.
First and foremost, this is gas chemistry. The volume of natural gas processing has increased from 24 billion to almost 40 billion cubic meters since 2023. It has become possible to produce a whole range of gas chemical derivatives: ethane, polyethylene, propane, butane, helium, and others. Huge enterprises have been built that have transformed the economies of the regions, such as the Amur Gas Processing Cluster, the LNG transshipment complex in Kamchatka, and the Nakhodka mineral fertilizer plant.
One of the basic industries in the Far East remains the mining industry. At the same time, the mining industry is also moving forward: new technologies are being implemented, enterprises such as the Baimsky and Malmyzhsky mining and processing plants, and the Udokan mining and metallurgical complex are being built. As a result, copper production volumes in the Far East have increased 9.4 times over six years, coal by 1.7 times, and gold by 1.3 times.
An important area of work is transportation. The capacity of the Far East’s seaports has increased by 1.5 times—to 403 million tons. The throughput capacity of the Eastern logistics hub is increasing. The warehouse space has significantly increased—more than doubled. Construction has begun on historical projects such as the second Severomuysky tunnel.
Shipbuilding. Vladimir Vladimirovich, thanks to your decisions in the Far East, shipbuilding has been revived. If from 2016 to 2021, 10 ships with a displacement of just over 200,000 tons were built, then from 2022 to 2025, 31 ships with a total displacement of 2.7 million tons were built. The “Zvezda” shipbuilding complex has been constructed. The Nakhodka Ship Repair Plant, Eastern Shipyard, and other enterprises are being built.
Aircraft manufacturing is traditional for the Far East. The products of the Komsomolsk-on-Amur Aviation Plant named after Y.A. Gagarin are widely known around the world. Combat aircraft, Sukhoi Superjet, are being built. In Ulan-Ude, Mi-171 and Mi-8 helicopters are built. The Arsenyev aviation company also manufactures aircraft.
The Far East continues to supply fish to all of Russia, as well as several neighboring countries. The number of fish processing plants is increasing. The volume of aquaculture production has tripled. The situation with salmon catch is somewhat more complex. Salmon is cyclical. This year the figures are not the best. We will report on this separately.
Agro-industrial complex. For an area covering more than 40% of Russia’s territory, the agro-industrial complex is an important industry. We cultivate vegetables in greenhouses. Their volume is growing – it has almost doubled. This is important to supply the residents of the Far East with fresh vegetables. The quantities of grain, soy, and livestock products are also increasing. New agro-industrial enterprises are being built.
Tourism has become an important industry for the Far East. The number of foreign tourists has increased more than fivefold over the past three years. Our compatriots, Russians, have also started to realize that the Far East is a great place to relax. The number of hotel rooms is increasing. The unique “Mountain Air” complex is being built on Sakhalin. On Zavyalov Island in the Magadan region, there is a wonderful complex. Tourist facilities are being constructed on the Kuril Islands.
In order to support tourism, we created the competition “Far East – Land of Adventures.” Thousands of films participate in it annually. Vladimir Vladimirovich, thank you very much for your assignment to the media and online platforms, which helped to bring these films to the screen so that travelers could not only see for themselves how they followed the routes but also attract others who wish to walk the roads of the Far East.
A separate project was the development of trails in the Far Eastern regions. We are setting up 18 routes. These are facilities that allow people not only to travel through their native lands but also to get acquainted with the culture and nature of the regions.
We understand that the development of high technologies today is largely a country’s competitive advantage and often affects security. Two new microelectronics plants are being built in the Far East. We are engaged in training specialists in high-tech industries and creating an ITC on Russky Island.
The most important task for every resident of Russia is considered to be supporting the special military operation. We have created a separate framework – TOR “Patriotic.” Thanks to this, various products are manufactured in different regions – over 600 thousand items have already been produced and sent to the special military operation zone. We not only help our army but are also learning to manufacture new products.
More than 4,700 state and municipal employees of the subjects of the Far Eastern Federal District participated in combat operations. More than 2,700 people are still in the zone of the special military operation today.
Vladimir Vladimirovich, while reporting on the successes in the development of the Far East, I must also speak about the difficulties we face. First and foremost is the Far East’s demand for electricity. The implementation of new investment projects requires 3 GW more than the current energy system development plan provides for. By 2020, this gap will affect growth potential if we do not solve this problem. The Ministry of Energy, together with the Ministry for the Development of the Russian Far East, has prepared a program for the development of the Far East’s energy sector until 2030 with a forecast up to 2050, the implementation of which should cover the energy deficit.
Transport accessibility of the Far East is also extremely important. It enables people not only to move around the territory of the Far East but also to be connected with the entire territory of our country. We boarded the Il-114 at Vladivostok airport. It’s a good aircraft. Our enterprises are building vertical takeoff and landing vessels, helicopters. It is becoming more difficult with small aircraft for local air routes, but there are also proposals.
We are developing transport infrastructure. We consider the construction and reconstruction of land border crossings important. The commissioning of five new border crossings in 2026 will increase the throughput capacity by 20 million tons of cargo.
