The mechanisms of infrastructure budget loans (IBK), special treasury loans (STL), and infrastructure bonds launched in Russia have high social significance and allow regions to create modern educational infrastructure. Thanks to these tools, since 2021, 21 schools and 40 kindergartens have been built and renovated, and four kindergartens have been commissioned. This was reported by Deputy Prime Minister Marat Khusnullin.
“Today, September 1, a new academic year has started across the entire country. Ensuring accessible and high-quality education remains an unconditional priority for the Government, and for Russia’s construction complex, this is an opportunity to evaluate the real results of our work in the regions. New educational facilities are actively being put into operation, with a significant number of them built and renovated using mechanisms of infrastructure budget loans, special treasury credits, as well as infrastructure bonds. Thanks to the mechanisms of infrastructure budget loans, special treasury credits, and the infrastructure bonds mechanism, since 2021, 65 schools and kindergartens have been built and renovated in the country. We see how much demand there is for new schools and kindergartens, so we will continue to use all available tools of state support to ensure every child, wherever they live, can study in modern and safe conditions. This is our contribution to the country’s future and to unlocking the talents of the younger generation,” said the Deputy Prime Minister.
In addition, in the Penza region, the first school built with a subsidy under the mechanism of comprehensive territorial development (KRT) within the federal project “Housing” of the national project “Infrastructure for Life” was officially opened. The Cadet Corps named after Major General V.V. Kanakin has a capacity of 550 places. The educational institution, with an area of 13,200 square meters, is equipped with modern classrooms, workshops, gyms, an assembly hall for 300 seats, and a cafeteria; the territory includes a football field, a stadium, and a hockey rink. The facility was built following the President’s directive on federal financing of KRT projects for 37 regions with low budget capacity. The school was constructed a year ahead of schedule thanks to federal support.
“The use of federal support mechanisms, including subsidies, allows regions to launch large-scale construction projects without heavy burdens on regional budgets. School construction is an investment in the future, so we strive to make financial tools as accessible and effective as possible for the regions. In 2026, the Ministry of Construction of Russia continues implementing the subsidy program within projects for integrated territorial development. The main criterion for granting subsidies is the commissioning of housing within the integrated territorial development project. In 2026, under the subsidy program, the housing commissioning amounts to 286.9 thousand square meters and is gradually increasing to achieve the planned figure of 486.7 thousand square meters. Work will continue next year as well,” said Alexander Lomakin, First Deputy Minister of Construction and Housing and Communal Services.
The operator of the CRT, IBK and SKK programs is the Territorial Development Fund. In total, work is planned for 27 schools and 51 kindergartens under the IBK and SKK mechanisms.
“Infrastructure budget and special treasury loans have proven to be a reliable mechanism for creating modern educational institutions across the country. Among the completed projects are a school for 825 students in the settlement of Dobrogorod, Vladimir region, a school for 1224 students in Vologda, a school for 2200 students in the Kuznetsovsky Zaton district of Ufa, a school complex for 1200 students in Yekaterinburg, a school for 1200 students in Tyumen, a kindergarten for 150 children in Petrozavodsk, and a kindergarten for 340 children in Cheboksary. To date, along the lines of IBK and SKK, another 4 schools and 11 kindergartens are actively under construction,” said Vasily Kupyzin, General Director of the Territorial Development Fund.
Another effective tool is also actively used – infrastructure bonds, operated by the company DOM.RF. Since 2021, four kindergartens have been put into operation with its help: one each in Kursk and Tarko-Sale, as well as two in Tula.
“The infrastructure bonds mechanism allows financing the creation of social infrastructure in the country’s regions. Currently, DOM.RF is funding the construction of 14 secondary general education schools and 7 kindergartens using this instrument, with a total amount of 33.5 billion rubles. These are facilities in various regions of the country: Yamalo-Nenets Autonomous Okrug, Yakutia, Smolensk, Chelyabinsk, and Novosibirsk regions. Two educational institutions are planned to open this year with a total funding volume of 5.3 billion rubles. And a school for 550 places in a prospective residential development area in Tarko-Sale (YNAO) will welcome its first students already in September,” said Alexander Aksakov, Managing Director of DOM.RF.
