During a working trip to Kazan, Deputy Prime Minister of Russia Dmitry Chernyshenko assessed the venues of the 8th Street Culture Festival “Uram Fest” and spoke with leaders of street culture and sports communities. The event is timed to the Day of the Republic of Tatarstan and the City Day of Kazan.

It also included the participation of the head of Rosmolodezh, Egor Litvinenko, the mayor of Kazan, Ilsur Metshin, the head of the Administration of the Raisa Republic of Tatarstan, Asgat Safarov, the Deputy Prime Minister of the Republic of Tatarstan, Roman Shaikhutdinov, the Minister for Youth Affairs of Tatarstan, Azat Kadyrov, the president of the Union of Extreme Sports, Ivan Shmonin, the director of the extreme park “Uram,” Maria Kryukova, and others.

Dmitry Chernyshenko spoke about the history of the creation of the phygital sports movement.

“Kazan is the sports capital of Russia, which has hosted competitions of the highest level – the Universiade, World Championships in football, swimming, and of course, the ‘Games of the Future,’ which are multidisciplinary. These are the first competitions in human history for a previously non-existent movement — phygital, which combines the physical and virtual worlds. It was initiated by our President Vladimir Vladimirovich Putin. This movement was founded not long ago, in 2023, and in 2024 the inaugural games took place in Kazan. More than 120 countries joined the World Phygital Community thanks to our President,” said the Deputy Prime Minister.

He shared his personal experience in street sports and emphasized that in any subcultures or communities, people unite not only through their commitment to a particular type of physical activity or the expression of their competitive abilities, but also through shared values. The Deputy Prime Minister added that Kazan is a good platform for discussing these issues – the city hosts a multi-confessional friendly community, and for many decades various faiths and views have coexisted peacefully.

“In our country, street culture and sports already unite more than 10 million people, with over 40 thousand events held – this is a giant movement. It is important to involve members of street culture and sports communities in activities, to fill spaces so that there is no room left for negative influence. I thank the leaders of these areas; in your daily activities, you constantly have to work as a spiritual and moral tuning fork. You are leaders of public opinions and movements, and at the same time bearers of values and role models. It is extremely important that you truly align yourselves with our shared values. In Russia, these are enshrined by the decree of President Vladimir Vladimirovich Putin,” stated the Deputy Prime Minister.

Special attention was paid to the development of street cultures and opportunities for youth self-realization. Dmitry Chernyshenko met with festival participants, athletes, and representatives of creative industries, discussing their projects, sports, and professional achievements.

Thus, Igor Gorovtsov, the chairman of the “Russian Federation of Parkour,” proposed creating an association for the development of street culture and sports. The new organization is intended to consolidate the experience of communities, help them jointly implement projects, and develop infrastructure. During the meeting, participants discussed possible directions for the association’s work, including the exchange of best practices and support for regional and municipal initiatives.

In addition, during the meeting, the “809” project was presented, focused on working with youth through street culture, extreme sports, creativity, and media, as well as information about the activities of the year-round youth educational center “Sportex.”

“The Federal Agency for Youth Affairs pays special attention to the development of street culture and sports. The main issue we have encountered over 5 years of working with the youth is the disunity of this community. We increasingly speak about the need to unite efforts and create a common value framework for this field. We have a directive from the President of Russia, within which we plan to develop a project program for working with street cultures,” said Yegor Litvinenko, Deputy Head of Rosmolodezh.

At the festival site, the deputy prime minister attended competitions in basketball, workout, and scooter sports, and spoke with Belarusian philanthropist, athlete, and Paralympic Games participant Aleksey Talay.

During the DJ masterclass, Kazan DJ Bulat Gabidullin showed Dmitry Chernyshenko the basics of working with musical equipment, after which the Deputy Prime Minister himself tried mixing tracks and working at the console.

Minister for Youth Affairs of the Republic of Tatarstan Azat Kadyrov emphasized: “The extreme park ‘Uram’ is a unique venue, the largest extreme park in Europe. It operates year-round and remains open to everyone interested. Any young person can exercise here for free, try themselves in new directions, meet like-minded people, and develop their skills. Such spaces give young people the opportunity to create their own environment and fill it with their own ideas. ‘Uram Fest’ clearly demonstrates how large and diverse the culture of street sports and creative industries has become in Tatarstan.”

It should be noted that the “Uram” festival is being held in Kazan for the eighth time. This year, the festival was held in a two-day format for the first time. It was attended by more than 30,000 people, with over 600 participants taking part in the sports program from Moscow, Saint Petersburg, Samara, Saratov, Belgorod, Omsk, and Nizhny Novgorod. The holding of such events aligns with the goals of the national project “Youth and Children”.
