Over the past three years, eight agreements for implementation have been concluded with investors through open tenders large-scale investment projects (MaIP) in four administrative districts of the capital. This was reported by the Deputy Mayor of Moscow for Urban Policy and Construction Vladimir Efimov.
“Open tenders for the right to conclude an agreement on the implementation of the MaIP have been held in Moscow since 2024. This mechanism helps to expand the range of potential investors and accelerate the implementation of projects. The winners of the auctions are granted the right to conclude lease agreements for land plots with established types of permitted use at a preferential rental rate — one ruble per year. Thanks to this, over the past three years, eight agreements on the implementation of large-scale investment projects have been concluded in the capital across four administrative districts. As a result, three public-business complexes with a total area of more than 158 thousand square meters, as well as five industrial facilities with a total area of over 34 thousand square meters, will appear,” noted Vladimir Yefimov.
A large-scale investment project is a special status that can be granted to production complexes, innovation centers, social institutions, as well as transport, sports, business, and other facilities. Such projects are aimed at the comprehensive development of the city.
“Four projects following the auctions are being implemented in the Novomoskovsky Administrative Okrug. Another two are in the eastern part of the capital, with one each in the north and southeast. The total area of land plots allocated for MaIP winners of the auctions amounts to 5.3 hectares. Of these, almost 1.9 hectares are designated for the construction of business complexes in the actively developing cluster in Kommunarka, and another 3.4 hectares have been transferred for the establishment of manufacturing. For example, in the Novokosino district, the investor is building an industrial park with an area of about 14 thousand square meters. Currently, on the ‘Torgi Moskvy’ portal, investors have the opportunity to participate in the implementation of five more projects.”

According to the head of the Moscow Department for Competitive Policy Kirill Purtov, information about lots put up for open auctions is posted on the portal “Moscow Exchange”. There, users can review the documentation and the terms of the auctions. The acceptance of applications to participate in auctions for the right to conclude agreements on the sale of MaIP in Kommunarka will end between September 2 and October 19, depending on the lot. The auctions themselves will take place from September 11 to October 28.
