Modernization of housing and communal services continues in Russia. Special attention is being paid to heating systems. Work is carried out with the involvement of various regional support tools, including infrastructure loans, preferential loans financed by the National Wealth Fund (NWF), and subsidies from the federal budget. The operator of these programs is the Territorial Development Fund, Deputy Prime Minister Marat Khusnullin reported.
“On the eve of the autumn-winter period, the issues of ensuring uninterrupted heating supply acquire special significance. Currently, active preparations for the heating season are being carried out jointly with the regions. To improve the reliability of heat supply to apartments, houses, schools, hospitals, and other social institutions, as well as to reduce accidents and slow down accumulated infrastructure wear, a consistent effort is being made to modernize housing and communal service facilities. To this end, the regions actively attract infrastructure loans, concessional loans from the National Wealth Fund, as well as support from the federal budget. Thanks to this, heating networks, boiler houses, thermal points, main and distribution pipelines, and other facilities are being renewed. Overall, since 2021, using these mechanisms, 452 heating supply facilities and more than 2,000 km of heating networks have been modernized across the country. Efforts in this direction continue,” said Marat Khusnullin.
According to the First Deputy Minister of Construction and Housing and Utilities Alexander Lomakin, the use of infrastructure loans makes a significant contribution to the modernization of housing and communal services.
“Infrastructure budgetary and special treasury loans have proven their effectiveness as tools for modernizing the heating supply infrastructure. To date, 71 facilities have been commissioned under the IBC, including 168.22 km of heat networks, and 108 facilities under the STC, including 162.85 km. The most extensive modernization work financed by the STC was carried out in the Kostroma region, where a major overhaul of the heat network complex was completed with the commissioning of central heat points with capacities of 26.51 Gcal and 24.13 km of networks, as well as in the Trans-Baikal Territory, where four facilities and 36.4 km of heat networks were modernized, and 11 boiler houses reconstructed. Within the framework of infrastructure budgetary loans, the most extensive work was completed in the Trans-Baikal Territory — 80 km of networks for the technological connection of a hotel complex — and in the Khabarovsk Territory with heating main No. 35 from the Khabarovsk CHPP-3 with a length of 10.6 km and a capacity of 250 Gcal/hour. We continue modernizing heat supply in all regions,” noted Alexander Lomakin.
A unified Monitoring and Control System for Emergency Elimination (MKA ZhKKH) helps track emergency situations at key utilities facilities. It operates based on the Automated Information System of the FRT. The work of MKA ZhKKH is coordinated by the Ministry of Construction of Russia, and the operator is the Territorial Development Fund.
“Modernization of housing and communal services facilities, including in the field of heat supply, is one of the priority areas of activity of the Territorial Development Fund. Only with funds from the National Welfare Fund and with the support of the federal budget, since the beginning of 2022, 273 production facilities and 1.67 thousand kilometers of heat networks have been modernized across the country. Timely modernization of housing and communal services facilities allows increasing the reliability of heat supply, reducing emergencies on networks, and improving the quality of utilities for millions of people,” said Vasily Kupyzin, General Director of the Territorial Development Fund.
Among the regions with the greatest length of upgraded heating networks funded by the National Welfare Fund (NWF) are the Nizhny Novgorod region (95.36 km), Sverdlovsk region (76.56 km), Chuvash Republic (68.86 km), Orenburg region (46.65 km), and Krasnoyarsk Territory (38.02 km). In terms of the number of modernized facilities, the leaders are the Republic of Bashkortostan, where 30 industrial facilities were reconstructed and built, and Perm Territory with 25 facilities.
The greatest length of thermal networks funded by federal budget support has been updated in the Smolensk region – 91.32 km, Nizhny Novgorod region – 86.01 km, Chuvash Republic – 69.35 km, Republic of Tatarstan – 66.47 km, Sverdlovsk region – 64.17 km. By the number of updated facilities, the Smolensk region leads, having built six boiler plants.
