Beijing, August 25 /Xinhua/ — A draft amendment to China’s Water Law was submitted for consideration in the second reading on Tuesday at the 24th session of the Standing Committee of the 14th National People’s Congress (NPC).
The bill was presented at the NPC Standing Committee session in April this year for consideration in the first reading, and then published for public opinion collection.
Based on the proposals of legislators and local authorities, the second draft included provisions that the country will accelerate the development of the national water supply network with a focus on improving the system for optimizing water resource distribution, flood protection and disaster mitigation systems in river basins, as well as the system for protection and restoration of the aquatic ecosystem.
In order to ensure better alignment with the relevant provisions of the Environmental Code of the People’s Republic of China, which came into effect in early August, the draft law additionally provides for the need to coordinate activities related to the management of water resources, water environment, aquatic ecosystems, and water-related disasters, as well as the establishment of a modern industrial system compatible with the carrying capacity of water resources.
In addition, the document includes requirements for coordinating measures when increasing the distribution volume of water resources with flood regulation, as well as for strengthening efforts to clean and restore water bodies whose environmental condition has deteriorated.
