Beijing, August 22 /Xinhua/ — Premier of the State Council of the PRC Li Qiang chaired the executive meeting of the State Council of the PRC on Friday, during which a report on the development of next-generation communication networks was heard and specific instructions were given on further clearing of overdue payments owed to enterprises.
Participants in the meeting studied measures for the gradual improvement of air quality, reviewed and approved a draft of amendments to the provisions on emergency response alongside the investigation and resolution of incidents related to electrical safety, as well as a draft of regulations on market regulation units.
The meeting stated that it is necessary to coordinate the advancement of the construction of basic, space, international, and convergent networks, to promote next-generation intelligent terminals everywhere, and to actively develop high-value scenarios in areas such as smart cities and intelligent manufacturing.
Meeting participants called for strengthening the protection of critical network infrastructure and data security, enhancing the capacity for emergency communication support, and ensuring full guarantees for production factors such as land resources, electricity supply, and the frequency spectrum.
At the meeting, it was emphasized that actions to accelerate and intensify work on the repayment of overdue debts to enterprises must be properly implemented, and local authorities should be directed to effectively use such policy instruments as targeted bonds and special refinancing programs.
The need to strengthen law enforcement in the field of combating unfair competition and to streamline the regulation of cashless payment instruments was also voiced.
At the meeting, it was stated that the program “Battle for Blue Sky” must be implemented steadily and thoroughly, alongside improving support measures in finance, banking, and pricing, as well as promoting the formation of environmentally friendly production methods and a green lifestyle.
During the meeting, emphasis was also placed on the necessity to properly organize the operation, technical maintenance, and repair of electrical equipment and facilities, along with identifying potential risks and hidden threats related to them, paying close attention to quality at all stages of design, construction, and acceptance of new projects, as well as enhancing emergency response capabilities in the field of electrical safety.
The participants of the meeting also called for broader use of technologies to improve the quality and efficiency of market regulation and public services, as well as real protection of market order based on fair competition.
