The Bank of Russia has included the Moscow Exchange investment certificate (MOEX Investor Certificate) in the list of documents required to recognize an investor as qualified under educational criteria. To obtain the certificate, it is necessary to pass a special exam.

The “Moscow Exchange” Group has developed and implemented a mechanism for conducting an exam for private investors to confirm their level of financial market knowledge and subsequently obtain an investment certificate. The exam is conducted remotely using proctoring technologies that ensure identity verification and control over the independence of the exam process, including monitoring and recording any potential violations. Possession of a Moscow Exchange investment certificate from August 31, 2026, will serve as a basis for recognizing an investor as qualified. The qualified investor status is assigned by a broker or management company.

It can be obtained not through a large amount in accounts or high income, but through one’s own knowledge. Many investors have been waiting for this opportunity. At the same time, our goal is not to increase the number of qualified investors on paper, but to encourage people to learn. Their actual level of preparation is much more important than the numbers. We want investors who truly understand risks and know how to work with complex instruments to enter the market.”

The examination database includes 550 questions developed by the Moscow Exchange School, verified with the participation of representatives of the Bank of Russia, and also independently reviewed by the Financial University under the Government of the Russian Federation. All issued certificates are personalized, contain unique details, and are subject to centralized accounting by the National Settlement Depository (NSD, part of the Moscow Exchange Group). Thus, the holder of the Moscow Exchange certificate will not need to confirm their qualified investor status when switching from one broker to another.

To pass the exam for the Moscow Exchange certificate, an applicant will need to successfully handle questions in the following areas: tools for qualified investors, risk management, market legal regulation, financial market and its participants, financial accounting, reporting, data analysis, and financial mathematics. The exam can be taken by registering on Finuslugi. The applicant will also be able to take a free demo test for preparation. To take the exam, identification by passport will be required. Upon successful completion of the tests, the certificate will appear in the personal account within 7 days.
