Since the beginning of 2026, 71.7 million square meters of top road pavement layers have been laid at the facilities of the federal project “Regional and Local Road Network” of the national project “Infrastructure for Life.” This was reported by Deputy Prime Minister Marat Khusnullin.
“Road quality is the foundation for economic growth, regional development, and the comfort of millions of people. Therefore, road works under the national project ‘Infrastructure for Life’ are carried out systematically and, where possible, at an accelerated pace. Since the beginning of 2026, 71.7 million square meters of top layers of pavement have been laid on regional and local roads. I would note that this is higher than the results of the same period last year. At the same time, in the Kaliningrad region, work has been completed 100%, in Penza region – more than 90%, and in the Tula region, the Komi Republic, the Republic of Khakassia, the Volgograd region, the Kursk region, and the city of Sevastopol, the indicator exceeds 80%. The most responsible months are ahead. It is important to maintain the momentum so that each region works with full dedication and achieves all the goals of the national project by the end of the year,” noted Marat Khusnullin.
The construction of the road surface’s top layer is the final stage of roadworks. Its completion means that the facility will soon be ready for commissioning.
“It is precisely the top layer of the road surface that bears the main dynamic and climatic load; its strength directly affects the comfort of millions of drivers and reduces costs for subsequent repairs. Therefore, special attention is paid to the quality of asphalt concrete mixtures and compliance with technological regulations. Overall, in 55 regions of the country, the laying of the top layer of road surfaces on national project sites has been completed by more than 50% of the planned volume of work. A total of 136.9 million square meters of road surface is planned to be laid by the end of the year,” said Minister of Transport Andrey Nikitin.
According to the Deputy Head of the Federal Road Agency, Radik Farazutdinov, as of mid-August, about 600 facilities with a total length of 1.9 thousand km have been put into operation. “Achieving such results has been possible thanks to significant federal support. A total of 648 billion rubles are allocated this year for the implementation of the federal project “Regional and Local Road Network” of the national project “Infrastructure for Life,” of which more than 370 billion rubles come from the federal budget. We see that these funds are being successfully utilized in the regions. In a number of subjects, work is ahead of schedule,” emphasized Radik Farazutdinov.
For example, in the Penza region, 1.5 million sq. m of upper pavement layers have been installed, and road work has been completed on 22 out of 49 sites. Of these, 16 have already been put into operation. In particular, in the Gorodishchensky district, two sections of the regional highway Gorodishche – Nikolsk – Nochka, totaling 12 km, have been repaired—from Fabrichnaya Street in Gorodishche to the approach to the village of Telegino. The road connects the administrative centers of the Gorodishchensky and Nikolsky districts of the Penza region, and also leads to the border with the Ulyanovsk region. Road workers are currently repairing another 6 km of the highway near the village of Telegino.
In the Tula region, 34 sections of regional and local roads are planned to be renovated this year. Their total length is 103 km. For example, in Uzlovaya, a 0.7 km section of the road on 14 Dekabrya Street has been repaired. This is one of the main transport arteries of the city. Nearby are several socially significant facilities, including the “We Build the World” square and a lyceum. In Shchyokino, 0.6 km of the road on Svobody Street was repaired, which provides transport access to the church and the children’s creativity center. Therefore, special attention is paid to safety issues here.
In the Moscow region, 2.9 million square meters of pavement have been installed. This is about 61% of the planned volume – 4.6 million square meters. The section of Likhachev Avenue provides transport connection between Dolgoprudny and the Khimki urban district, the M-11 “Neva” highway, the Moscow Ring Road (MKAD), and the Moscow High-Speed Diameter. In addition, within the district, it allows local residents to reach the P.L. Kapitsa Physics and Technology Lyceum and its technology park, the Dolgoprudny theater “City”, the Church of the Kazan Icon of the Mother of God, and many other institutions.
Earlier, 6 km of Lytkarino Highway was repaired. Daily, between 12,000 and 25,000 vehicles pass through it.
This year, more than 150 sections of regional roads totaling about 570 km will be repaired in the Moscow region under the national project “Infrastructure for Life.”
