Moscow customers signed more than 50 thousand contracts and agreements applying the national regime in the first half of 2026. The share of products from Russia and other Eurasian Economic Union (EAEU) countries in such procurements amounted to almost 70 percent. This was reported by Maria Bagreeva, Deputy Mayor of Moscow, Head of the Moscow Department of Economic Policy and Development.
“Legislation on the application of the national regime in public procurement of domestic and foreign products under Federal Laws No. 44-FZ and 223-FZ is closely linked to the state policy of import substitution. It establishes special conditions for procurement in a number of categories. In the first half of 2026, using the national regime, Moscow concluded 53 thousand contracts and agreements. More than half of these documents favored domestic goods, nearly a quarter imposed restrictions on the purchase of foreign-made products, and about 12 percent prohibited such procurements. In other cases, several mechanisms were used simultaneously. The share of products from Russia and other EAEU countries in procurements applying the national regime amounted to 67 percent, which is 16 percentage points higher than in the first half of 2025. The most in-demand items were medical, construction, household goods, and home appliances, paper and stationery, clothing and textiles,” noted Maria Bagreeva.
The Resolution of the Government of the Russian Federation dated December 23, 2024, No. 1875 on the application of the national regime in public procurement included more than a dozen subordinate acts previously in force in various areas and types of procurement activities. The document established uniform rules for the procurement of foreign goods.
“When conducting procurement under the national regime, the legislation establishes the application of one or several conditions. The first condition is a prohibition, under which all bids with products of foreign origin will be rejected. The second is a restriction that does not allow the purchase of imported products if there is at least one bid from a manufacturer from Russia or other EAEU countries. The third is an advantage. In this case, domestic goods, as well as works and services using them, receive priority, but the decisive factor is the price,” said the head of the Moscow City Department for Competitive Policy
