Since August 2024, the Autonomous Nonprofit Organization “Stroymonitoring” has conducted 36,400 inspections regarding more than 1,400 capital construction projects. This was reported by the Deputy Mayor of Moscow for Urban Development Policy and Construction. Vladimir Efimov.
“To improve the quality of construction and installation works and to monitor compliance with the deadlines for the erection of capital structures and buildings, we carry out constant monitoring of the capital’s construction sites. Over two years of such practice, specialists have observed more than 1,400 street-road network and civil construction sites, conducting 36,400 inspections. In particular, from January to July of this year, there were 11,400 site visits to 1,200 objects,” said Vladimir Efimov.
The monitoring is conducted by the autonomous non-profit organization “Stroymonitoring,” established in August 2024, which has been under the jurisdiction of the Moscow city government since December 2025 Committee on Pricing Policy in Construction and State Expertise of Projects (Moskomexpertiza). The division monitors compliance with deadlines and the quality of construction of city facilities. This is necessary to control the planned volume of real estate objects put into operation.
“ANO ‘Stroymonitoring’ conducts not only visual inspections but also various laboratory tests that allow verifying the quality of completed works and construction materials used. For instance, over two years, the division’s specialists carried out 4,800 tests across 732 sites, of which 1,700 have been since the beginning of this year,” clarified the chairman of Moskomexpertiza.
All remarks identified as a result of inspections and laboratory tests are entered into the engineering data management system. This ensures unified accounting and control until they are fully resolved.
Constant monitoring allows controlling all stages of construction. This helps to speed up the completion time of projects and create a reliable foundation for forming a high-quality and safe urban environment.
