And of course, it would have been impossible to do this without a system of interagency interaction, without electronic interaction between our departments and subdivisions and the numerous federal ministries and agencies, noted the Mayor of Moscow.

“But the most important thing is to create a wonderful team, some of the best representatives of which are here in this hall today,” emphasized Sergey Sobyanin.

“My Documents”: 15 Years of Service to Muscovites

The first state services center “My Documents” in Moscow opened on August 22, 2011, in the Lefortovo district. Today, 139 state service centers operate in the capital, including eight flagship offices — in the Central Administrative District, Southwestern Administrative Okrug, Southern Administrative Okrug, Eastern Administrative Okrug, Southeastern Administrative Okrug, Northern Administrative Okrug, Northwestern Administrative Okrug, and Western Administrative Okrug, as well as the State Services Palace at VDNH.

The “My Documents” offices have replaced more than 1.2 thousand reception offices of various government authorities. Currently, they have about six thousand reception desks open, employ more than nine thousand staff members, and provide over 260 services, 99 percent of which are offered on an extraterritorial basis.

The most popular services are providing access to the personal account on the public services portal and mos.ru (more than 1.7 million requests since the beginning of 2026) and issuing a social card (760 thousand requests).

Employees of the “My Documents” state service centers expressed words of gratitude and shared their stories about joining the civil service during the award ceremony.

“It is proud and honorable to be part of the changes happening in Moscow. We are ready to continue moving forward, to change, and are prepared for new challenges,” emphasized Olga Fefelova, director of the government services centers “My Documents.”

Service in government service centers contributes to the development of personal and professional skills. Ekaterina Martinson, assistant administrator for sincere service at the multifunctional center of the Eastern Administrative District, shared that over six years of work she has learned to find solutions in difficult situations and maintain the friendliness with which she greets applicants at the center every day.

The head of public service centers for the Southern Administrative District of Moscow, Mikhail Gavrilov, emphasized that the most important thing in their work is adhering to the principle “People First.”

“In July 2015, I was hired as an admissions specialist. At the same time, I was given the badge ‘We are the Mayor’s Team.’ For me and my colleagues, it is a source of pride and a symbol of our most important principle: ‘People come first.’ For 11 years, it has reminded me who I work for. Thanks to this and my sincere approach to the work, I am now here not as an admissions specialist, but as the head of government service centers for the Southern District,” said Mikhail Gavrilov.
