Moscow transfers digital solutions to regions for key stages of construction

The capital is expanding cooperation with other regions of Russia in the digitalization of the construction industry. The Artificial Intelligence (AI) Center of the Urban Development Policy and Construction Complex of the city has signed 30 agreements on the implementation and testing of AI services developed in the capital. This was reported by the Deputy Mayor of Moscow for Urban Development Policy and Construction. Vladimir Efimov.

“Moscow consistently shares with the Federation subjects not only ready digital products but also accumulated expertise in their implementation. This approach allows regions to use already proven technologies without the need to create similar solutions from scratch. Exchange of experience accelerates the introduction of modern approaches in construction throughout the country and forms unified high industry standards,” noted Vladimir Efimov.

Today, the services developed by the artificial intelligence center cover virtually all major stages of the construction cycle: from preparing project documentation and developing planning solutions to monitoring the process and analyzing digital building models.

Regions use several Moscow AI services simultaneously, each of which solves specific tasks. The “Digital Norm Control” helps automatically check project documentation and find errors even before construction begins. The “Kvartirografiya” service generates optimal layout solutions for residential buildings, and the construction progress monitoring system assesses the readiness of objects with up to 90 percent accuracy.

“We see great interest from the regions in Moscow’s digital developments because they have already proven their effectiveness in practice. For us, it is important not just to transfer the technologies but to help our colleagues implement them so that the solutions show real results. This year, regions have piloted an automatic document verification service for obtaining construction permits, which analyzes project documentation based on more than 180 parameters. At the same time, the capital is preparing to transfer solutions for master planning that allow creating digital twins of cities and territories with extensive capabilities for analysis and making urban planning decisions,” added the Minister of the Moscow Government, head of the Moscow Department of Urban Development Policy.

A separate area of Moscow’s integrated regional developments is related to the analysis of digital information models, where artificial intelligence identifies intersections of engineering systems and suggests ways to eliminate them. Additionally, an AI platform for design and construction is being developed, which combines data sets and ready-made AI models.

New cooperation agreements are regularly concluded. Thus, at the St. Petersburg International Economic Forum in 2026, Moscow agreed on the development of cooperation and acceleration of digital transformation in the construction industry with Murmansk Oblast. In addition, in August, in the Lipetsk region began piloting developed by the Center for Artificial Intelligence, a unified specialized platform for design and construction — MSI Face. Thus, the best metropolitan practices become more accessible throughout the country, and designers, developers, and government authorities receive modern tools that help reduce work timeframes, decrease the number of errors, and improve the quality of decisions made.

The Artificial Intelligence Center of the Urban Planning Policy and Construction Complex of the city of Moscow was established in 2024 with the aim of increasing the efficiency of processes and reducing the timelines for the implementation of construction projects. It develops and implements innovative technologies and services to optimize all stages of the investment and construction cycle.
