Order dated August 14, 2026 No. 2146-r
Pavel Kosov has been appointed as the new CEO of the public-law company responsible for creating an integrated system for handling municipal solid waste, “Russian Environmental Operator,” for a term of 3 years. The order was signed by Prime Minister Mikhail Mishustin.
Previously, Pavel Kosov held the position of General Director of JSC Rosagroleasing.
Pavel Kosov was born in 1976 in Moscow. He graduated from the Financial Academy under the Government with a degree in “international economics” and obtained the academic degree of Candidate of Economic Sciences.
He began his career at the National Reserve Bank, then worked at Vnesheconombank, held leadership positions at VTB and Promsvyazbank. In 2018, he was appointed CEO of JSC “Rosagroleasing.” Since 2024, he has been the president of the United Leasing Association, and since 2025, he has been a member of the supervisory board of the “Russian Environmental Operator.”
An order has also been signed for the early release of Irina Tarasova from the position of General Director of the “Russian Environmental Operator” at her request. She had held this position since March 2025.
