The results of the service’s work in the first half of the year and plans for the upcoming period were discussed. In particular, the conversation focused on improving the regulatory framework, implementing a risk indicator mechanism and a risk-oriented approach, digitalization, as well as Rostekhnadzor’s participation in the implementation of national projects and the organization of work in new regions.

M. Mishustin: Good afternoon, dear Alexander Vyacheslavovich!
The area of responsibility of the service you head is industrial safety. Moreover, this applies to all types of production: power plants, heating networks, nuclear energy, raw material extraction, construction.
Under the supervision of your service are both dams and other hydraulic structures. Their reliability, especially during floods, determines the well-being of significant territories.
Please tell us about the results of work for the first half of the current year and about future plans.
A. Trembitsky: Dear Mikhail Vladimirovich, indeed, the service is quite diverse. It oversees more than 200,000 hazardous production facilities registered in the state registry. There is also a large number of hydraulic structures – 20,000.
I would like to draw attention to the following: since 2024, the growth of hazardous production facilities in the state register has exceeded 25 thousand. In just the first half of this year, we issued more than 2 thousand licenses for activities in the field of industrial safety across various directions. We issued 12.5 thousand permits for commissioning energy and heat installations of various capacities. This indicates that our industry, energy sector, and the production complex as a whole continue to develop systematically.
We are making changes to the legislative framework. The Law on Hydraulic Structures – Federal Law 117 has simplified the inclusion of fourth-class hydraulic structures in the state register. This is the most common type of hydraulic structures, which are under the balance of municipal formations. There are 11 thousand such hydraulic structures.
Amendments were made to the fundamental Federal Law No. 116 concerning the regulation of hot work at hazardous production facilities, taking into account the fact that, as analysis shows, accidents increase during welding operations.
Changes were also made to the regulation of safety in conducting control and supervisory activities in the field of atomic energy use. A complete regulatory framework was established for thermonuclear reactors and thermonuclear installations. Work in this area continues. 22 Government resolutions were adopted. More than 80 departmental regulatory acts were registered with the Ministry of Justice: these include amendments to federal norms and rules. Moreover, we do not introduce any regulatory act without discussion with the scientific community and business. Our key task is safety: both the safety of production facilities and the safety of the people working in production.
We are also engaged in adjusting our control and supervisory activities. We fully utilize the ‘mobile inspector’ mechanism and risk indicators — currently, we have 56 of them. We see that the effectiveness is quite good — 85%. Further, we develop and implement new ones. We also work within the framework of a risk-oriented approach with enterprises on assessing their integrity. And when there are no accidents or incidents for five years, we significantly reduce our control and supervisory measures.
At the initiative of the Government, we are currently working within the framework of an agreement on the proper elimination of identified violations of mandatory requirements. This is a highly demanded mechanism for businesses. It applies in cases where the violations found are not punished by the operating organization, but a violation elimination program is prepared, and the schedule for rectifying the violations is agreed upon with the supervisory authority as well as with the prosecutor’s offices.
We only started doing this this year, and already six agreements have been signed, one has been implemented.
We are taking quite a large number of measures. I want to emphasize that we have managed to maintain the trend of reducing man-made accidents. Since 2021, we have reduced them by 22%, and workplace accidents by 21%. I consider this to be our key task.
As for our activities in the field of information technology, all 27 state services are operational through the ESIA. This includes all matters related to licensing. We have reduced 24 state services. The time required to provide them has been drastically shortened.
The most basic, in-demand service by businesses is industrial safety expertise – in our case, it is provided online, 24/7. We will continue to work in this direction. Starting next year, we will begin operating on the “GosTech” platform. We fulfill all the tasks assigned to the service.

M. Mishustin: It is important to organize the work in such a way that, with unconditional compliance with all regulations, the administrative burden on businesses, which is also significant for the service, is reduced. And digital tools should be used more actively for this purpose.
The head of state has set tasks for the development of infrastructure, the expansion of industrial capacity, and ensuring the country’s technological sovereignty. This work is carried out within the framework of the implementation of national projects and, in particular, national projects of technological leadership.
Could you tell us more about what the service does in these areas?
A. Trembitsky: Mikhail Vladimirovich, in places where various investment projects are implemented, the service provides support within the framework of state construction supervision.
It can be said that we participate in all national projects. This includes the development of the highway network, the airport terminal complex, and the development of railway transport infrastructure. Wherever there is large-scale construction in national projects, we also carry out state construction supervision.
The uniqueness of the service lies in the fact that after commissioning these objects, we continue to work with them within the framework of other supervisory functions.
The key projects currently being implemented include, in particular, the Amur Gas Chemical Complex. By the way, the final inspection is taking place there now. I believe we will soon issue a conclusion on the compliance of the next stage.
We are closely involved in the project “New Atomic and Energy Technologies.” We are developing the entire legal framework to ensure safety in the implementation of new innovative projects in the field of atomic energy use.
On July 9, we signed a certificate of compliance and issued a document to a unique facility in the Novosibirsk region – it is “SKIF.” There are no other such productions or facilities anywhere else in the world.
We worked very closely with the Kurchatov Institute – the customer, the Ministry of Education and Science, and the company “Titan-2” – the contractor. This is an extremely unique project. Many such projects are being implemented today. Last year alone, we issued 70 certificates of compliance for projects participating in the implementation of national projects. We will continue our work in this direction.
M. Mishustin: In the face of such serious challenges as we have now, enterprises are rapidly implementing their own inventions and advanced domestic technologies. And, of course, businesses need support from your professional, highly qualified specialists in how to comply with all necessary requirements. This fully applies to our new regions as well. The President set the task of integrating them into a single socio-economic space of Russia. How is this work organized?
A. Trembitsky: First of all, I want to say that four territorial bodies of Rostechnadzor have been established in the new regions. The staff strength is over 300 people. 85% are local residents who have undergone both training and practical experience in other territorial administrations. The work is conducted quite seriously. Together with the new subjects of the Russian Federation, we carried out an inventory of all facilities with hazard criteria.
For all facilities, “roadmaps” have been developed with deadlines for compliance with the regulatory documents of the Russian Federation. More than 2.3 thousand are already registered in the state registry as hazardous production facilities. Sixty-five licenses have been issued to legal entities to carry out activities in the field of industrial safety – this is despite the transition period. That is, 65 legal entities already fully comply with the requirements of Russian legislation.
457 organizations have notified about the start of activities in this area. We continue to work with them.
Extensive work was carried out to inventory radiation sources in the new territories. With the authorized agencies, nearly 27 tons were taken to disposal sites.
Issued 6 licenses to medical institutions that work with radionuclide radiation sources.
Fifty-five people were certified and authorized to work with radiation sources in cooperation with the Ministry of Health.
We continue working; the work is quite tough. All mines are under control. We have schedules for addressing comments and for updating main and auxiliary equipment.
A regime of constant state supervision has been established at the Zaporizhzhia nuclear power plant – our inspectors are present 24/7.
M. Mishustin: Thank you, Alexander Vyacheslavovich. During inspections and preventive visits, it is important not only to identify non-compliance with requirements but also to assess the overall processes at enterprises. Such expertise from Rostekhnadzor will allow production teams and their managers to look at established technological chains in a new light from the perspective of best practices. And this, accordingly, will provide them with opportunities for further development.
