Prime Minister Mikhail Mishustin has signed an order approving the action plan for the implementation of the first phase in 2026–2030 Demographic Policy Strategies for the Far East for the period up to 2030 and prospectively up to 2036.
The plan consists of 6 sections aimed at addressing the objectives outlined in the strategy. These include achieving demographic stability in the Far East by improving people’s living standards and quality of life, ensuring advanced socio-demographic development of the macroregion, increasing birth rates, enhancing the system of support for families with children, promoting the successful combination of professional and family life by citizens, fostering a culture of healthy living, and creating conditions for attracting students and qualified specialists.
To accomplish the set tasks, the plan includes over 60 activities. For example, within the framework of ensuring advanced socio-demographic development, it is proposed to preserve the competitive advantages of preferential regimes for attracting investment and conducting entrepreneurial activities, implement the master plan measures of cities, long-term socio-economic development plans of key settlements, and improvement projects that create a new appearance of settlements and a comfortable living environment. It is also planned to expand access to high-quality high-speed internet and develop energy, transport, utility, and social infrastructure.
To increase the birth rate, it is planned to implement corresponding regional programs and projects to support women’s employment, including those returning from maternity leave. The implementation of preferential mortgage programs and a set of support measures provided within the framework of the Far Eastern demographic package (a one-time payment upon the birth of the first child and additional regional maternity capital upon the birth of the second child) will also continue.
Within the framework of the initiative dedicated to strengthening people’s health and fostering a culture of healthy living, it is proposed to continue implementing programs for the modernization of primary healthcare, improving accessibility of medical care, including for residents of remote and hard-to-reach areas, as well as the development of mobile formats for delivering such care based on mobile teams. Furthermore, plans include continuing work on improving emergency medical care, modernizing health centers, women’s consultations, perinatal centers, children’s clinics, and hospitals. The plan also foresees the development and implementation of regional programs combating cardiovascular and oncological diseases, expanding access to medical rehabilitation services and sanatorium-resort treatment, including for children, increasing the staffing levels of medical organizations, and introducing corporate health promotion programs for employees.
To attract students and qualified specialists to the Far East, the implementation of the federal programs “Zemsky Doctor”, “Zemsky Paramedic”, “Zemsky Teacher”, “Zemsky Cultural Worker”, and “Zemsky Coach” will continue. Assistance has also been provided for the opening of branches of leading Russian universities, and the issue of opening colleges taking into account the staffing needs in the territory of the Far Eastern Federal District has been worked out. The necessary infrastructure has been created for students and young scientists. Within the framework of the development of the secondary vocational education system, it is planned to modernize educational institutions, create at least 40 educational-production clusters, and 900 workshops.
The demographic policy strategy for the Far East was approved by the Government at the beginning of 2026 as a continuation of a similar document. It was developed taking into account the geostrategic significance of the macroregion, its spatial, natural-climatic, and socio-economic characteristics, as well as the current demographic situation.
