Issues of increasing labor productivity, which are of paramount importance for the dynamics of economic indicators and improving the welfare of citizens, were reflected in the instructions of the Chairman of the Government Mikhail Mishustin, which he issued based on the results of the specialized strategic session. It took place on June 30, 2026.

The main directions of this work will be identifying reserves for labor productivity growth and developing proposals for improving the relevant industry programs.

Thus, the Ministry of Industry and Trade and the Ministry of Economic Development have been instructed to organize sectoral meetings with representatives of large businesses from various industries of industry and trade and to obtain information from them about what hinders increasing production efficiency. The feedback will be taken into account when adjusting the existing documents.

The Ministry of Economic Development must revise the methodological guidelines for the formation of sectoral labor productivity improvement programs by November 2, 2026. Special attention should be paid to addressing issues in several relevant areas.

One of them is the replication of the experience of companies that have become leaders in increasing labor productivity.

In addition, it is necessary to address the issue of planning events not only at the level of individual enterprises but also throughout the entire production chain of a particular product.

The revised labor productivity improvement programs also intend to define specific measures for automation, robotization, digitalization, the use of artificial intelligence, and the development of human resource potential.

Another programmatic direction of work could be establishing a correlation between the state support measures provided to enterprises and their level of productivity.

Speaking at the strategic session, Mikhail Mishustin noted that in the first quarter of 2026, according to Rosstat data, labor productivity in the main sectors of the economy increased by more than 1.5%. And in the field of information and communication, as well as in agriculture, the indicator grew by approximately 5%.

“We must work together with businesses to ensure these values continuously increase,” emphasized the Chairman of the Government.
