The Special Representative of the Secretary-General Peter Due today stated at the Security Council that Kosovo will be able to move forward “after the political deadlock of 2025.”

He noted that the parliamentary elections were held in December of last year in a peaceful and inclusive manner, but the process of electing the president remains unfinished. The special representative expressed hope that the new elections will be conducted successfully and that state institutions will maintain stability.

Ducé emphasized the importance of the return of Serbian mayors to the municipalities in northern Kosovo, pointing out problems with the transfer of powers and language barriers. He also welcomed police steps to restore trust through developing interaction with the public.

The special representative positively assessed the progress in the public dialogue facilitated by the European Union, including the resumption of the work of the Joint Commission on Missing Persons and the decision on the Foreigners’ Law, which ensures access to education and medicine. He also emphasized the necessity of fulfilling previously reached agreements, including the creation of the Association of Serbian Municipalities.

In his speech, Dué expressed concern about the persecution of journalists and called for an investigation into the attacks on them. He also noted complaints from minorities about discrimination, problems with access to services, and issues relating to property.

The UN mission in Kosovo, headed by Due, has already cut nearly 30 percent of its regular staff due to the financial crisis in the Organization and is currently engaged in resource optimization. Despite this, it will continue to carry out its tasks to strengthen trust between communities, supporting joint educational and cultural initiatives.
