Kazakhstan has reached an important milestone in the field of healthcare, becoming the first country in Central Asia to achieve the so-called third level of maturity (ML3) according to the classification of the World Health Organization (WHO) in the area of pharmaceutical regulation and vaccine imports.
This status confirms that the national regulatory system complies with international standards and is capable of ensuring high control of the quality, safety, and efficacy of medical products.
According to the assistant to the WHO Director-General, Yukiko Nakadani, this achievement demonstrates the “political commitment” of Kazakhstan to building a strong healthcare system and ensuring the population’s access to safe and quality medicines. She emphasized that the development potential for regulating medicines and importing vaccines enhances the country’s readiness for crises and strengthens global security.
In Kazakhstan, the regulation function is carried out by the Ministry of Healthcare through the Committee of Medical and Pharmaceutical Control and the National Center for Expertise of Medicines and Medical Devices. These structures are responsible for the full control cycle—from registration to safety monitoring.
The director of the WHO European Regional Office, Hans Kluge, called Kazakhstan’s achievement a “big step forward.” According to him, for almost 20 million residents of the country, this means greater confidence in the quality of medicines and vaccines, and for the region—strengthening the overall health security system.
It is expected that the new status will expand patient access in Kazakhstan to modern drugs, increase the transparency of regulation, and create more favorable conditions for innovation. According to WHO’s assessment, Kazakhstan is becoming an important anchor point for the development of regulatory systems in Central Asia.
