During a working trip to Primorsky Krai, Yuri Trutnev, Deputy Chairman of the Government – Plenipotentiary Representative of the President in the Far Eastern Federal District, Chairman of the Board of Directors of PJSC RusHydro, acquainted himself in the village of Oleniy with the progress of construction of the Shkotovskaya CHP (Artyomovskaya CHP-2) and the modernization of the Partizanskaya HPP, held a meeting of the Supervisory Board of the Far Eastern Federal University (FEFU), visited the under-construction multifunctional sports and shooting center “Vostok” in the Nadezhdinsky district of Primorsky Krai, and awarded the winners of the public-business prize “Star of the Far East”.
Shkotovskaya TPP – a gas-steam power plant being constructed by PJSC RusHydro to replace the worn-out coal-fired Artyomovskaya TPP-1, is being built on a site located a few kilometers from the existing Artyomovskaya TPP, in the vicinity of the city of Artyom.
Construction started in 2023 at the site of the Eastern Economic Forum. And today, the construction readiness of the Shkotovsky TPP is 67%. A total of 1,945 power builders and installers, and 96 units of equipment are involved in the work.
The design electric capacity of the Shkotovskaya CHP is 440 MW, the thermal capacity is 456 Gcal/h. Unlike the old plant, it will run not on coal, but on natural gas — the most environmentally friendly type of fuel. Its use will significantly reduce carbon dioxide emissions, completely eliminate sulfur gas and soot emissions, and remove the necessity of ash storage.
In Partizansk, a project to expand the main power supply source of the southeast of Primorsky Krai – the Partizanskaya GRES – is being implemented. It includes the construction of two new power units with a total capacity of 280 MW. They will provide electric energy to the “RZD” traction substations as part of the state project to increase the throughput capacity of the Trans-Siberian railway.
Construction of coal power units started in 2022. Today, the readiness of the facility is 72%. More than 2,000 people and 95 pieces of equipment are involved in the work.
On the same day, Yuri Trutnev held another meeting of the DVFU Supervisory Board. “DVFU can do much more. From the point of view of contribution to scientific and technological development, the university can do a lot not just to equalize the situation, but to become one of the leaders — universities not only of the Russian Federation but also among the world leaders. Universities are the very elements of the system around which intellectual centers are created. And in this regard, I am eagerly awaiting that DVFU will have new proposals and new projects.”At the same time, it cannot be said as a positive that scientific and educational centers are being created on the basis of the university with companies “Rosneft”, “Rosatom”, “Sibur”. The share of foreign students at DVFU is growing. It has reached more than 20% compared to the planned 11%. The number of students involved in project work with industrial partners, who will carry out training and determine the further work the students will have to perform, is increasing. Requirements for students are growing, the average USE score required for admission to the university is increasing.One more area of the university’s work, on which I would like to dwell, is the patriotic education of youth. We all understand that the future of our country depends on how we educate students. In addition, today 665 people are studying at DVFU, admitted to the university under a separate quota for participants of the special military operation and their children,” Yuri Trutnev opened the meeting.
The rector of DVFU, Boris Korobets, spoke with a report on the results of 2025 and prospects for development. As the rector noted, 2025 became a new stage for the university in implementing the development program. Special attention was given to the implementation of a pilot project to introduce a new model of higher education, in which the university will participate from 2026. The key direction of the transformation of DVFU became the eastern agenda. To strengthen Russia’s influence in the Asia-Pacific region, the university is expanding its presence network abroad and developing new forms of interaction – the creation of joint institutes in partner countries.
In the science section of DVFU, the main changes focused on: subject-focused approach, transition from project management to product management, transition to long-term cooperation programs with major partners.
Patriotic education was discussed separately. In 2025, the Center for Patriotic Education of Youth was established at DVFU, headed by veteran of the special military operation Leon Volodin, who was twice awarded the “For Courage” medal. During the academic year, the patriotic club “I am Proud” and the center conducted 498 events with the participation of more than 77 thousand students and schoolchildren.
The key emphasis is placed on practical training and education through action. An elementary course of basic military training has been introduced in the educational programs of all students. This year, a branch of the “Voin” center will be opened, construction of the patriotic education center “Rubezh” is planned. The new dominant feature of the university and a symbol of patriotic education has become the largest flag in the Far East on the university’s central square and the Alley of Heroes, dedicated to the residents of the Far East — participants in the special military operation.
“I proposed to assign each member of the supervisory board a specific scientific direction for curatorship. Most of the board members are quite capable of doing this concretely, based on what our country needs, what we need for development, and what we need to protect our sovereignty,” Yuri Trutnev summarized.
During a trip to Primorsky Krai, the Deputy Chairman of the Government – the plenipotentiary representative of the President in the Far Eastern Federal District visited the multifunctional sports shooting center “Vostok” under construction in the Nadezhdinsky district of Primorsky Krai. The center is being created jointly by the Federation of Combat Sniping, the government of Primorsky Krai, and the Center for Military-Sports Training and Patriotic Education of Youth “Warrior.” It is planned to be used for the training of snipers and the holding of military-patriotic and sports military-applied events. The total area of the center is 152.6 hectares.
The first phase of the sports and shooting center “Vostok” will be handed over in Primorye in July 2026. “At the moment, all heavy work has been completed. The second phase will be delivered by the end of the year to ensure that all rooms are equipped and the territory is arranged,” emphasized the head of Primorye Oleg Kozhemyako.
Yury Trutnev also presented statuettes of the VIII Public and Business Award “Star of the Far East” to two Primorsky companies – LLC “Flighte” (resident of the TOC “Patriotic”) and GC “DNS Development” (resident of the TOC “Primorye” – LLC “SZ DNS SITI”). LLC “Flighte” became the winner in the nomination “Everything for Victory” for the production of FPV drones for radio communications and fiber optics. In the nomination “Leader in Creating Comfortable Conditions,” the winner was the group of companies “DNS Development” (resident of the TOC “Primorye” – LLC “SZ DNS SITI”) with a project for the comprehensive development of the territory in Primorsky Krai on the site of the city – a satellite of Vladivostok.
