The Far Eastern Federal District is the largest macro-region of Russia by territory, and its advanced spatial development has been defined by the President as one of the national strategic priorities. Currently, the Far Eastern Federal District continues to update heating, water supply, and sewage systems under the federal project “Modernization of Communal Infrastructure” within the national project “Infrastructure for Life.” This was reported by Deputy Prime Minister Marat Khusnullin.

“The Far East is a district with colossal natural resources and strategic enterprises that ensure the country’s economic security. Creating conditions for a comfortable life for citizens and long-term infrastructure development is our priority. For this purpose, among other things, we continue working on the federal project ‘Modernization of Utility Infrastructure’ within the national project ‘Infrastructure for Life.’ Since 2025, 162 heating, water supply, and wastewater facilities have been built, reconstructed, and modernized in the district, which has improved the quality of services for 225.7 thousand people. Such work is aimed at solving accumulated issues in the housing and communal services sector throughout Russia. Within the framework of the national project, more than 1.6 thousand utility facilities have been built and reconstructed nationwide to date, and the quality of services has improved for more than 8 million people. By 2030, this figure should grow to 20 million Russians. These are significant, ambitious goals, and we are steadily moving towards achieving them,” said Marat Khusnullin.

Among the important projects is the major overhaul of the main heating network in the city of Tomari, Sakhalin Region. The pipeline with a diameter of 325 mm, in operation since 2000, had reached a high level of wear, creating risks for the heating system of the entire city. Moreover, social facilities are connected to it: kindergartens, a school, a boarding house, the central district hospital, a rehabilitation center, and a sports school. As part of the national project, about 3.6 thousand linear meters of networks were updated. In some sections, the horizontal directional drilling technology was used under the railway with the installation of a thermal well. Reliable heating was provided to 4.3 thousand residents.

In the Transbaikal Territory, in the village of Nizhny Tsasuchey, the overhaul of the heating system of the boiler house on Mira Street has been completed. 3.4 km of water supply and heating networks, wells have been renovated, a thermal chamber and compensators have been installed. 37 houses have been connected to the modernized section.

In Sakhalin, in the city of Okha, the water supply system was replaced – nearly 3.6 km of 355 mm diameter polyethylene pressure pipes were laid, and 15 reinforced concrete manholes with rebar were installed. As a result, 6.3 thousand residents and the local oil field are provided with water of the required quality with minimal losses.

“In the course of implementing the federal project ‘Modernization of Utility Infrastructure,’ we see not only an improvement in the operational characteristics of facilities, but also tangible socio-economic changes felt by millions of our citizens. In the process of updating facilities and networks, it is important not only to apply advanced technologies and equipment, but also to improve the management system, optimize technological processes, and gradually lead the industry to self-sufficiency. Memorandums have been signed with 83 regions participating in the federal project ‘Modernization of Utility Infrastructure,’ which provide for a set of commitments to increase the efficiency of utilities. Comprehensive plans have been developed and updated, including more than 50,000 activities for the renovation of over 18,000 utility facilities and about 140,000 km of engineering networks. The implementation of all planned measures will allow the quality of utility services to be improved for more than 20 million Russians by 2030, which fully corresponds to the national development goals and key parameters of the national project ‘Infrastructure for Life,’” noted Minister of Construction and Housing and Communal Services Irek Faizullin.

The modernization of communal infrastructure in the regions of Russia is carried out, among other things, thanks to concessional loans funded by the National Wealth Fund and financial support from the federal budget. The operator of these programs, under the supervision of the Ministry of Construction, is the Territorial Development Fund.

“Since 2022, under these programs, 172 facilities have been modernized in the Far Eastern Federal District, including more than 225 km of utility networks. To monitor the progress of the work, specialists use the automated information system FRT. The data in the system is updated for all stages of project implementation and serves as the basis for preparing analytical materials, which allows tracking results in each region. Currently, the AIS FRT contains information on more than 118 thousand utility facilities in the Far East,” said Vasily Kupyzin, General Director of the Territorial Development Fund.

For example, thanks to such support tools, the Republic of Sakha (Yakutia) has conducted a reconstruction of water supply and sewage systems: the second lift pumping station of the Omulin water intake has been updated, two clean water reservoirs with above-ground foundations were built at the Verkhne-Neryungrinsky water intake, the water and wastewater disinfection system was modernized with the installation of “Chlorefs” electrolysis complexes. In addition, six boiler houses with a capacity ranging from 1.06 to 6.19 Gcal/hour have been reconstructed in the region.

An automatic gas hot water boiler house with a capacity of 60 MW has been built in Yuzhno-Sakhalinsk, Sakhalin Region. In Kamchatka Krai, in the village of Sosnovka, a boiler house with a capacity of 3.87 Gcal/hour has been constructed. In Zabaykalsky Krai, the construction of a coal-fired boiler house with a capacity of 70 MW has been completed in the urban-type settlement of Pervomaysky. In the Republic of Buryatia, two boiler houses with capacities of 1.51 Gcal/hour and 1.74 MW have been modernized, along with three central heating points with capacities ranging from 0.12 to 0.19 MW, as well as a booster pumping station with a capacity of 1.7 MW.

The national project activities are synchronized with the popular program of the party “United Russia,” which puts forward key initiatives for the modernization of the country’s municipal infrastructure. The party also maintains constant control over the work on the renovation and construction of urban facilities, communal complexes, and engineering networks.
