The new measure will help raise citizens’ awareness of incurred debt obligations, and will also allow the borrower to renounce them during a cooling-off period if the credit or loan in their name was arranged by fraudsters or if it was impulsively taken out. Such law, developed with the participation of the Bank of Russia, was adopted by the State Duma.
Banks and microfinance organizations (MFOs) will be required from October 1, 2027, to promptly transmit information about consumer loans (including credit cards) and borrowings to the credit history bureau. The bureau, in turn, will immediately send this information to the borrower’s personal account on the Gosuslugi portal.
The notification about the issued loan or credit must specify the individual terms, interest rate, debt amount or credit limit on the credit card, and the repayment period. If the amount exceeds 50 thousand rubles, information will be included about the possibility to refuse the loan and the period, accurate to the minute, during which one must contact the bank or microfinance organization. Thus, borrowers will receive a notification even if the message or push notification from the bank or microfinance organization did not reach them for some reason.
This is another tool that will help protect people from financial scammers and allow them to timely withdraw from commitments made under the influence of emotions.
