Among the tools to be used during the development of key settlements identified within the framework of the national project “Infrastructure for Life” are the master plans of territorial entities. These documents are also developed and applied for the reunified regions. Thus, to reboot the economy and create modern infrastructure, master plans for the Primorsky and Berdyansk municipal districts of the Zaporizhzhia region have been approved. This was reported by Deputy Prime Minister Marat Khusnullin.
“Donbass and Novorossiya have significant development potential laid down centuries ago. Today, the development of historical regions, despite the complex operational situation, is proceeding according to the planned schedules. For example, for the Berdyansk urban district in the Zaporizhia region, which will celebrate its 200th anniversary next year, a master plan was previously developed. Now such a document exists for the entire Berdyansk municipal district and Primorsky municipal district. They are located on the coast of the Sea of Azov and are primarily promising points of tourism growth in the region. Therefore, the basis of their master plans is the renewal of existing and the creation of new sanatorium-resort infrastructure, the formation of parks, and the greening of territories. The plan also includes the construction of more than 140,000 square meters of housing, reconstruction of highways and street-road networks totaling about 130 km. In addition, major repairs of schools and kindergartens are planned, as well as the construction of several dozen more social facilities. Considering the geographic locations of the districts, the creation of a marine fish hatchery and a fish breeding plant is proposed. Overall, the planned production development measures will make it possible to create 9,000 jobs.”jobs. As part of the engineering infrastructure, the reconstruction and construction of about 250 km of utility networks and more than 150 water and electricity supply facilities are planned. In addition, the master plan of the Primorsky Municipal District will be used in the development of the large-scale resort “Primorsk,” being developed under the federal project “Five Seas and Lake Baikal,” Marat Khusnullin said.
The Deputy Prime Minister added that the master plans were developed by the Federal Autonomous Institution “Unified Institute of Spatial Planning of the Russian Federation”.
“The tourist and recreational sector, which is key for both municipal districts, is expected to undergo significant transformations. In the Berdyansk municipal district, as part of the implementation of the master plan, the Unified Institute is developing in 2026 an architectural and urban planning concept for a resort area of 1,000 hectares adjacent to the village of Lunacharskoye, designed for an increase in tourist flow by over 350,000 people per year by 2045. The urban development potential of the new construction will reach up to 4 million square meters of total floor area of facilities. In the city of Primorsk, it is proposed to create quay infrastructure and a cruise tourism center, to build a tourist and sports complex with a hotel, a health and wellness building with a children’s swimming school and an aqua rehabilitation center with a total area of about 31,000 square meters of facilities. In the settlement of Naberezhnoe, the area of new facilities will amount to more than 55,000 square meters. All these initiatives are linked to the formation of a comprehensive water route stretching more than 250 km along the entire Azov Sea coast along the route Henichesk – Kyrylivka – Primorsk – Berdyansk – Urzuf,” noted Dina Sattarova, director of the Unified Institute of Spatial Planning.
