The second season of the personnel management award in the public sector “In the Frame” begins in the capital. Teams from all regions of Russia that develop and implement personnel solutions can participate. The award was established by the decision of Sergey Sobyanin, and the organizer is the Personnel Services Department of the Moscow Government.
The jury will consider HR solutions aimed at personnel development, motivating employees to work for the benefit of the city and the country, and developing the public sector. Corporate digital products, internal communication channels, internship programs, team events, and other HR projects can be submitted to the competition. It is important that these solutions are implemented or show results in 2025.
“Last year, we held the first HR award and saw how many strong talent management solutions exist at the country level. They are present not only in federal and regional organizations, but even in small local teams. Thus, finalists along with the “RZD”, the “PSB” bank, and the Moscow Metro included kindergarten No. 10 “Snezhinka” from the city of Uray, Tyumen Oblast, and school No. 138 from Moscow. Now we are launching the second season and will continue building partnerships with colleagues.””Together we will be able to find and highlight even more HR practices that focus both on effectiveness and on care and attention to the team and each specialist,” noted Polina Loginova, head of the Personnel Services Department of the Moscow Government.
Applications will be accepted from April 8 to July 19. Participation is free. The award ceremony will take place in October. Winners will receive cash prizes and the opportunity to present their projects on the country’s leading information platform.
Leaders are defined in three categories — these are federal agencies, regional teams, government bodies, and organizations of Moscow. Contest projects are evaluated according to four main nominations: “The secret of a successful personnel: attraction”, “In focus: retention”, “Talent academy: development”, “New perspective: HR innovations”. In addition, special nominations are provided, including in the field of tourism and working professions. Thanks to this, even more teams will receive recognition.
60 projects will advance to the final. As a result of the competition, 24 laureates and 12 winners — teams that took first places in the main nomination — will be determined, sharing the prize fund among themselves.
The jury and expert commission included top managers from the public and commercial sectors. When evaluating projects, they will focus not on the scale, budget, or size of the organization, but on the real benefit to the employees.
The best projects will be published onsite premium. This emphasizes the importance of decisions for the industry and the high professionalism of the specialists.
The “In the Frame” Award is an annual large-scale industry event. It influences the status of HR in the public sector and highlights relevant solutions for the field at the national level. In 2025, teams from 47 regions of Russia presented their projects on recruitment, retention, and motivation of talented specialists. Among the winners were the Kazan city hall, the administration of the governor of Novgorod region, Moscow Transport, and VDNH.
