Deputy Chairman of the Government – Head of the Government Office Dmitry Grigorenko, during a working trip to the Krasnoyarsk Territory, familiarized himself with the progress of the construction of the Chernogorsk Mining and Processing Plant (MPP), as well as with the results of implementing digital technologies in the production process. The Chernogorsk MPP project is a new industrial project being implemented with the support of VEB.RF. Deputy Prime Minister Dmitry Grigorenko is the chairman of the supervisory board of VEB.RF.

The Chernogorsk copper-nickel ore deposit is among the largest industrial projects in the Arctic. It produces several strategically important metals at once – nickel, copper, palladium, and platinum. The Chernogorsk Mining and Processing Plant (GOK) is a large-scale project that includes 200 capital construction facilities. The mining and processing plant and its entire infrastructure (CHP plant, gas pipeline, engineering networks) are being built almost from scratch. As part of the first phase, which is to be completed in autumn 2026, a mining and processing complex with a processing capacity of 7 million tons of ore per year is being commissioned. The project plans to create 1.6 thousand jobs. The Deputy Prime Minister was presented with the results of the construction of the Chernogorsk mine and processing plant, which has already been put into operation.

In addition, Dmitry Grigorenko was shown domestic IT developments in the field of mining production, which are being implemented at the Chernogorsky Mining and Processing Plant. Among them are a 3D model of the quarry, automatic assignment of dump trucks to excavators to minimize downtime and unnecessary mileage; systems for analyzing vibrations, temperatures, pressure in hydraulic systems in real time, and others. The Deputy Prime Minister noted that IT technologies are becoming the most important strategic tool, allowing for increased productivity of industrial enterprises and their modernization in line with current requirements.

“The Chernogorsky Mining and Processing Plant is a large-scale project that becomes a new source of raw materials for high-tech sectors of the economy – from electronics to shipbuilding, aviation, and mechanical engineering. Moreover, it is being implemented with consideration of contemporary requirements. The use of digital technologies is one of them. The implementation of IT solutions allows for a multiple increase in labor productivity, automation of routine operations, optimization of expenses, and improvement of quality. At the Chernogorsky Mining and Processing Plant, systems are used that enable digital management of mining operations and planning of quarry equipment movement. Artificial intelligence is also actively being introduced: it allows monitoring of equipment operation, forecasting possible deviations, and preventing risks, which is especially important at such complex industrial facilities,” noted Dmitry Grigorenko.

The implementation of the project required long-term investments and complex coordination. VEB.RF played the role not only of a financial partner but also of an organizer, managing the project’s implementation and investors’ funds. The institution has special tools for this purpose. For example, the investment mechanism called the “project financing factory” is used to support large projects with long payback periods. VEB.RF involves several commercial banks that come together and provide financing in the form of a syndicated loan.

The project is being implemented as part of the Strategy for the Development of the Arctic Zone of the Russian Federation and ensuring national security until 2035.

The delegation included Minister of Economic Development Maxim Reshetnikov, Governor of Krasnoyarsk Krai Mikhail Kotyukov, CEO of Rostec Group Sergey Chemezov, and First Deputy Chairman of VEB.RF Nikolay Tsekhomsky; the visit was accompanied by the president of Alliance Group JSC Musa Bazhaev and the CEO of Chernogorsk GRK LLC Ahmed Bazhaev.
