Deputy Prime Minister Dmitry Patrushev visited the Leningrad Region and the city of Saint Petersburg on a working trip. The main topic was the construction of the domestic fishing fleet. The Deputy Prime Minister visited the shipbuilding plants “Severnaya Verf” and “Otradnoye” and held an off-site meeting for incident No. 42 “Fishing Vessels.” The meeting was attended by representatives of the Ministry of Agriculture, the Ministry of Industry and Trade, the Federal Agency for Fishery, other interested departments, and the industry business community.
“During the implementation of the investment quota program, 56 vessels have been built. Another 66 projects are in the implementation stage. According to the plan, in 2026, the shipyards are expected to deliver 10 vessels to the customers. The modern domestic fleet is highly efficient. The vessels are designed taking into account the specifics of the fishing industry, feature high technical characteristics, and are more comfortable and safe. Therefore, we will definitely continue the work on updating production capacities in a systematic manner,” said Dmitry Patrushev.
The meeting also addressed the issue of building a scientific fleet, including two vessels for studying aquatic biological resource stocks, as well as the ship “Ivan Frolov,” intended for solving tasks of Roshydromet. This is one of the largest ice-class projects not only in Russia but also in the world. The Russian Government has allocated about 40 billion rubles for its implementation.
Meeting participants discussed further actions for completing the ships, mechanisms for monitoring the effective use of allocated funds under the “keel quota” program.
Dmitry Patrushev, together with the Governor of Saint Petersburg Alexander Beglov, visited the shipbuilding plant “Severnaya Verf,” where they inspected the freezer layer-processor “Marlin” and the trawler-processor “Kapitan Geller.” The fishing vessel “Marlin” will catch cod, haddock, wolf fish, and other bottom species. It will be able to harvest up to 25 tons of aquatic bioresources, from which various products will be produced – fillets, canned products from cod liver and roe. The vessel “Kapitan Geller” will house a modern factory with a capacity of up to 150 tons of fish and canned goods per day. The ship is designed with modern environmental standards in mind and will harvest cod, haddock, and other types of fish.
At the Otradnoye shipbuilding plant, Dmitry Patrushev and the governor of the Leningrad region, Alexander Drozdenko, evaluated the progress of work on the fishing vessel “Captain Golovatyuk.” It is designed for tiered fishing and onboard processing of the catch, followed by freezing and storage in a refrigerated hold. The vessel will operate in the Far Eastern basin and fish for Pacific cod, halibut, and macrourus. The tiered fishing processing equipment will allow for deep processing of catches directly on board.
Incident No. 42 “Fishing Vessels” was created to coordinate work on the completion of the construction of fishing vessels within the framework of the mechanism for allocating quotas for the extraction (catch) of aquatic biological resources for investment purposes. When working in the incident format, a special project management system, deployed at the Government Coordination Center, is used. It allows for the prompt coordination of participants’ actions and real-time monitoring of project implementation.
