“The Russian side attaches great importance to cooperation with Turkey in the construction industry. Turkish contractors are actively working in our country. Turkey remains one of the key trade and economic partners, even despite external restrictions. After our meeting, in 2024, the respective agencies intensified joint work: a Russian-Turkish working group on urban planning was formed, and it has held two meetings. We confirm the proposal to sign an intergovernmental agreement on cooperation in the field of urban planning. I thank the Turkish side for the constructive cooperation,” said Marat Khusnullin.
The Deputy Prime Minister outlined promising areas for cooperation with Turkish partners: preparation of master plans, implementation of urban renewal programs, digitization of the construction industry, acceleration of construction procedures, and application of modern management mechanisms for infrastructure projects.
In Russia, as part of the national project “Infrastructure for Life,” large-scale work is underway to develop key settlements. Weekly meetings of headquarters with governors are held, involving 22 ministries and all 89 regions. As Marat Khusnullin noted, the accumulated experience and practices in this area may be of interest to the Turkish side.
The parties paid special attention to Turkey’s experience in restoring regions after the devastating earthquakes of 2023. Marat Khusnullin noted that in a relatively short time, the Turkish side managed to organize one of the world’s largest programs for housing and urban infrastructure reconstruction, while simultaneously improving the urban planning regulatory system and increasing seismic resistance requirements for buildings. The Russian side is interested in studying the effective solutions used in organizing the recovery efforts.
The parties also touched upon issues of interaction between banking institutions, including the prospects for cooperation between DOM.RF and the Turkish bank.
Murad Kurum’s visit is taking place ahead of the 31st Conference of the Parties to the United Nations Framework Convention on Climate Change (COP-31), which will be held in November 2026 in Antalya.
Also participating in the negotiations were Deputy Head of the Office of the Government of Russia Elmir Tagirov, Minister of Construction and Housing and Communal Services of Russia Irek Faizullin, Ambassador-at-Large of the Russian Ministry of Foreign Affairs, Special Representative of the Minister of Foreign Affairs of the Russian Federation for Climate Issues Sergey Kononuchenko, Deputy Minister of Environment, Urbanization and Climate Change of the Republic of Turkey Fatma Varank, and Extraordinary and Plenipotentiary Ambassador of the Republic of Turkey to the Russian Federation Tanju Bilgiç.
