Deputy Prime Minister Tatyana Golikova held a meeting of the project committee for the national project “New Technologies for Health Preservation.” The agenda included the implementation of the national project in 2026. The meeting was attended by Minister of Health Mikhail Murashko, representatives of the Presidential Administration, the Ministry of Industry and Trade, the Ministry of Education and Science, the Ministry of Economic Development, the Ministry of Finance, the Federal Medical-Biological Agency (FMBA), the Federal Service for Surveillance in Healthcare (Roszdravnadzor), and other agencies.

As Tatiana Golikova noted, the goal of the national project “New Health Preservation Technologies” is to achieve a high level of technological sovereignty in the field of medical technologies, pharmaceutical production, and medical devices by 2030. The project is interdepartmental: its implementation involves the Ministry of Health, the Ministry of Science and Higher Education, and the Ministry of Industry and Trade. The national project includes five federal projects, one of which is focused on medical science management, three are aimed at ensuring technological leadership, and one at ensuring technological sovereignty.

Within the framework of the federal project “Biomedical and Cognitive Technologies of the Future,” 31 scientific studies are being carried out in 2025–2026. Upon completion of the scientific research, the development of 5 pharmaceutical drugs, 21 medical devices, and 5 medical technologies is expected.

An experimental sample of the medical device i-Pavlovian Cognitive has been created and successfully tested to improve the effectiveness of rehabilitation for patients with depression and patients with post-traumatic syndrome (Federal State Budgetary Scientific Institution “I.P. Pavlov Institute of Physiology RAS”). The technology for restoring cognitive functions is based on engaging the patient in purposeful activity in a virtual environment. Upon project completion in 2028, the medical device is planned to be registered and brought to market.

Preclinical studies have been successfully completed, and documentation is being prepared to obtain permission for the production and clinical application of the dendritic cell oncological vaccine CaTeVac (Federal State Budgetary Institution “N.N. Petrov National Medical Research Center of Oncology”). This domestic development is aimed at training the patient’s immune system to recognize and destroy tumor cells. The use of the product is planned to begin in 2027 for patients with soft tissue sarcomas. Subsequently, the product may be used to treat melanoma, kidney cancer, primary CNS tumors, and malignant solid tumors that have exhausted the possibilities of standard therapy.

A mobile electroencephalograph with biofeedback for correcting cognitive and stress disorders in patients with central nervous system diseases has been developed and clinically tested; documentation preparation for its registration is underway (Federal State Budgetary Institution “FZMN” FMBA of Russia). The device will enable the creation of personalized rehabilitation programs, increasing therapy effectiveness through biofeedback. Registration and market launch are expected by the end of 2026.

As part of the implementation of the federal project “Regenerative Biomedicine, Preventive Medicine Technologies,” 23 scientific studies are planned to be carried out in 13 organizations during 2025–2026.

An autologous medicinal product has been developed for patients with severe joint injuries called “Chondrosphere” (Federal State Budgetary Institution “Federal Scientific Clinical Center of Physical-Chemical Medicine named after Yu.M. Lopukhin of the FMBA of Russia”). Its creation uses the patient’s own cells (chondrocytes) and blood serum without involving donor materials or animal-derived components. This method allows growing a “living implant” that is anatomically and physically identical to healthy human cartilage. Its application is expected from 2028.

A pharmaceutical drug has been developed using the properties of doxorubicin to enhance the efficiency of delivering the active substance to the malignant tumor focus and to reduce cardiotoxicity, which will allow for more effective drug therapy with fewer side effects (Federal State Budgetary Scientific Institution “V.N. Orekhovich Research Institute of Biomedical Chemistry” of the Ministry of Science and Higher Education of Russia). Implementation in practical use – 2029.

As part of the federal project “Development of production of the most demanded medicinal products and medical devices,” domestic pharmaceutical enterprises have registered 40 international nonproprietary names of medicinal products from the list of vital and essential medicines (VEMS), previously not produced in the country, of which 15 are planned for 2026. Their production will help strengthen the country’s technological sovereignty by reducing dependence on foreign supplies, as well as ensure the availability of vital medicines for the national healthcare system at a lower price. In addition, more than 1,800 medical devices have been registered.

The equipping of clinical bases for the development of new medical technologies, clinical trials of pharmaceutical drugs, and clinical testing of medical devices continues within the framework of the federal project “Medical Science Management.” In 2026, five new institutions were included.

Lists of priority areas, as well as diseases and conditions for which development efforts in the interest of healthcare are necessary, have been approved for 2026, and proposals for updating the lists for 2027 have been collected.

Within the framework of the federal project “Medical Development Technologies,” in 2026, 10 projects for the development of pharmaceutical drugs are being implemented, including 3 first-in-class, as well as 17 projects for the development of medical devices.
