In the Ulyanovsk region, after a major overhaul, traffic has been launched on the section from the 208th to the 214th km of the R-241 highway Kazan – Buinsk – Ulyanovsk, the approach to the city of Samara. This was reported by Deputy Prime Minister Marat Khusnullin.
“Quality roads are the foundation of a comfortable life for people and an important condition for the development of regional economies. We pay attention not only to the construction of new routes but also to major repairs of existing ones. Bringing roads to regulatory standards directly affects travel convenience, territorial connectivity, and business opportunities. The opening of traffic on the repaired section of the R-241 route in the Ulyanovsk region is another step in this work. On this segment, the roadway was expanded from two to four lanes, three turnaround loops were constructed, and a barrier fence was installed to separate oncoming traffic flows. These measures will increase the road’s capacity considering the increased traffic intensity and make travel safer,” said Marat Khusnullin.
The project required about 262 thousand cubic meters of soil and more than 122 thousand tons of inert materials. A total of over 62 thousand tons of asphalt concrete mixtures were laid.
“In a significant part of our country, the road construction season for this year is already coming to an end, and we are summing up the results of a large amount of work: opening traffic on new strategically important routes and sections after major repairs and reconstruction. The development of the road infrastructure of the Ulyanovsk region continues to receive great attention. This year alone, more than 3 billion rubles have been allocated from the federal budget to support the region. I would like to note that today we consider the major repair of this section as part of the consistent modernization of the R-241 route within the region’s boundaries. Such work fully aligns with the goals of the national project “Infrastructure for Life”,” emphasized the Deputy Head of the Federal Road Agency, Radik Farazutdinov.
As part of the project, specialists constructed an embankment at the locations of widening and construction of turnaround loops, laid the pavement across the entire section, and applied two layers of asphalt concrete with a total thickness of 15 cm, which will ensure the regulatory strength of the pavement under specific load conditions.
“Today we have a truly very important, landmark event: the opening of a modern section of the R-241 highway. This road is extremely important for the Ulyanovsk region; it connects the regional center with the second largest city in the region – Dimitrovgrad. Large flows of passenger and freight traffic pass along this highway daily. Its modernization is of great significance for the development of industry, agriculture, and tourism. Our common goal is to fully carry out the reconstruction of the entire R-241 highway from Kazan through Ulyanovsk and further to Samara. We are consistently organizing work to update the highways in the territory of the Ulyanovsk region. This year, thanks to federal support, we are renewing 100 km of highways in the region,” emphasized the governor of the Ulyanovsk region, Aleksey Russkikh.
To reduce the project cost and decrease material consumption on the site, milled asphalt concrete was reused during the construction of the pavement base.
Specialists also repaired the junctions and access roads to social facilities with acceleration lanes. To ensure drainage, three culverts were replaced, and ditches were constructed to divert surface runoff.
Traffic signal installations were dismantled at the junctions with the 46th Engineering Drive and the settlements of Mirny and Oktyabrsky. This will allow drivers to move without stopping, freely change their direction of travel, and safely merge into the general flow after making a maneuver.
217 road signs have been installed on the section, road markings have been applied, and 5.6 km of electric lighting lines have been arranged.
Great attention was paid to the improvement of the pedestrian environment. Instead of old bus stops, eight new bus stop areas with shelters appeared in the Mirny settlement, in the area adjacent to the Loshchina settlement and the Oktyabrsky settlement, with pedestrian paths along the roadway. For safe road crossing, four at-grade pedestrian crossings were arranged next to bus stops, equipped with traffic lights featuring a call button on demand.
“Project documentation has already been prepared for carrying out similar works on two more sections – from the 214th to the 218th km and from the 244th to the 251st km, with a length of 11 km, as well as for a bridge over the railway at the 229th km. In the future, it is planned to build bypasses around the settlements of Lesnoy and Mullovka. Thus, we are gradually forming a modern and safe transport corridor in the direction of Samara. Tender procedures to select a contractor have already been launched,” said Ilnur Nurmukhametov, head of the Volgo-Vyatka Management of Roads, a subsidiary of Rosavtodor.
The event also included an award ceremony for the specialists of the contracting organization who participated in the implementation of this significant project.
