During a working meeting, Deputy Chairman of the Government – Plenipotentiary Representative of the President in the Far Eastern Federal District Oleg Kozhemyako discussed with the Governor of Kamchatka Krai Vladimir Solodov issues of the socio-economic development of the region, including improving the quality of life of the population, tourism development, road sector issues, and the fulfillment of the northern supply.

A working meeting of Oleg Kozhemyako with the governor of the Kamchatka Territory, Vladimir Solodov.

“Kamchatka is a fishing region where tourism and port infrastructure are actively developing. Today we will discuss issues of transport accessibility and the organization of northern deliveries. I believe you will talk about this now. And first and foremost, without a doubt, are issues related to improving people’s quality of life, including the implementation of national projects and the construction of master plan facilities. A number of projects aimed at improving the image of Petropavlovsk-Kamchatsky have been built by Sberbank in cooperation with the regional government. I am familiar with the city. I once worked there, and I have friends and acquaintances living there. We will help the city. It is important that large investment projects are being implemented in Kamchatka for the development of tourism, including ski tourism. Comfortable hotels are being built to increase tourist flow. And people’s demand is quite high,” opened the meeting Oleg Kozhemyako.

According to Vladimir Solodov, the tourist flow to Kamchatka remains at a high level. “We are currently observing a redistribution of tourist flow: there is growing demand for more budget options – guest houses, hostels, and apartment rentals. Our task is to balance the market by providing quality offers in different price categories, while smoothing out the factor of seasonality. The opening of a large hotel and business complex “Ankilon” with modern congress centers in the center of the regional capital, the construction of which is being completed by VTB Bank, will play a role in this. Additional drivers will be new conference venues at the airport,” said the regional head.

In 2025, the Kamchatka Krai was visited by 410 thousand tourists. By the end of the current year, the tourist flow in the region is expected to remain at the same level or increase slightly – up to 412 thousand tourists.

Moreover, in 2026, more than 10 new accommodation facilities opened in Kamchatka Krai, including holiday bases, modular units, and glamping sites. Currently, there are 239 collective accommodation facilities operating in the region—almost 12% more than in 2025. The implementation of major investment projects continues: the “Ankilon” hotel and business complex with 157 rooms, as well as the five-star “Okotan” hotel with 120 rooms as part of the new terminal at Yelizovo Airport. A landmark event was the opening on October 24, 2026, of direct air service between Petropavlovsk-Kamchatsky and Harbin. This not only opens new opportunities for Kamchatka residents but will also help ensure growth in tourist flow from China.

Separately, the governor reported on the results (works) construction industry: “This year, record volumes of road construction and repair have been completed. After the abnormal winter in the region, more than 1 million square meters of road surface have been restored – the majority within the framework of the national project ‘Infrastructure for Life.’ Thanks to direct instructions from the President and the Government of the Russian Federation, we have been able to promptly bring the roads into good condition, and the residents of the region see this. Now the key task is to maintain the set pace and quality standards in the next season.”

This year, a record volume of road repairs was completed in Kamchatka, necessitated by the consequences of anomalous snowy cyclones. By the end of the season, within the framework of the national project “Infrastructure for Life,” work on the region’s key transport arteries was 100% completed: sections from the 10th to the 15th km and from the 15th to the 20th km towards Ust-Bolsheretsk were repaired, the Elizovo – Paratunka (14–21 km), Nagorny – Vulkan (12–13 km), and Petropavlovsk-Kamchatsky – Milkovo (17–18 km) routes were renovated. In addition, this year in the regional center, the implementation of one of the most anticipated projects began: the construction of a new bypass road TEC-1 – TEC-2 in Petropavlovsk-Kamchatsky. This highway will fundamentally change the city’s transport system, redistributing traffic flows from the busy central streets and providing residents of several neighborhoods with a convenient and fast route.

Vladimir Solodov also reported on the results of the northern supply. In 2025, the entire territory of the Kamchatka Krai is included in the northern supply program, which allows the use of federal support. This created conditions for a sixfold increase in the volume of preferential deliveries of socially significant goods to the region. In 2026, Kamchatka Krai was allocated 4 billion rubles in budget loans for these purposes. By the end of October this year, the supply plan is being steadily fulfilled for all types of goods.
