Under the chairmanship of Deputy Prime Minister Dmitry Chernyshenko, a meeting of the Government Commission on the implementation of the comprehensive state program “Development of Physical Culture and Sports” was held.

The event was attended by the Minister of Sports, Chairman of the Russian Olympic Committee Mikhail Degtyarev, Deputy Minister of Internal Affairs Vladimir Kubyshko, First Deputy Head of the Federal Medical and Biological Agency Tatyana Yakovleva, as well as representatives from all regions of Russia.

“Our President Vladimir Vladimirovich Putin has set a goal: by 2030, the level of citizens’ satisfaction with the conditions for engaging in sports should reach 70%. To achieve this, it is necessary to create infrastructure, develop personnel for the sports sector, and hold competitions. Popularizing sports also plays a key role here. If a Sports and Recreation Complex is built or sports events are organized, people must be aware of these opportunities. It is important to actively involve citizens so that they feel involved in sports life. We see that the number of regions with a high satisfaction rating is increasing, there are already 20 such regions. However, there are also seven anti-leaders. Regional heads need to make the development of the sports sector and its popularization their priority,” said Dmitry Chernyshenko.

The leaders in the ranking for the level of citizen satisfaction with conditions for physical culture and sports are the Yamalo-Nenets Autonomous Okrug, the Chechen Republic, Moscow, the Republic of Tatarstan, Krasnoyarsk Krai, Tyumen Oblast, the Khanty-Mansi Autonomous Okrug – Yugra, Perm Krai, Belgorod Oblast, the Chuvash Republic, Murmansk Oblast, Saint Petersburg, Sakhalin Oblast, Sevastopol, the Republic of Mari El, Penza Oblast, the Kabardino-Balkarian Republic, the Republic of North Ossetia – Alania, Nizhny Novgorod and Voronezh Oblasts.

In the ranking based on another criterion – the achievement of planned results of state programs – the highest indicators were recorded in the Nenets Autonomous Okrug (89.8%), Sakhalin Oblast (86%), Tver Oblast (82.5%), Tomsk Oblast (82.2%), and Chelyabinsk Oblast (81.1%).

The Minister of Sport, Chairman of the Russian Olympic Committee Mikhail Degtyarev said that in 2026, 529.8 billion rubles are allocated for the development of physical culture and sports in the sectoral state programs of the regions of Russia. This is more than was spent during the entire year of 2025 (488.7 billion rubles).

“Strengthened control over the implementation of the instruction from the President of Russia, Vladimir Putin, requiring regions to allocate at least 2% of the regional budget to sports development is yielding results. Furthermore, for the first time, off-budget sources as part of co-financing regional state program activities reached 10% of the total accounted expenditures – 52.3 billion rubles. Throughout the year, regions increased funding for the construction of non-capital sports facilities, support for non-profit organizations and sports training organizations, as well as for hosting mass events. These are the areas of work that immediately influence people’s opinions. According to surveys, in 2026, the level of citizens’ satisfaction with conditions for physical culture and sports activities was 61.6%, which corresponds to planned targets,” reported Mikhail Degtyarev.
