October 30, 2026 Peace and Security
On Friday, the UN Security Council extended the mandate of the United Nations Support Mission in Libya (UNSMIL) for one year, until October 31, 2027. The resolution, prepared by the United Kingdom, was supported by 13 Council members, with two – Russia and Greece – abstaining.
On the same day, the Security Council unanimously extended the mandate of the United Nations Verification Mission in Colombia and the authority of the EU stabilization forces in Bosnia and Herzegovina.
Libya: elections within two years
The UN Security Council confirmed its full support for the Special Representative of the Secretary-General for Libya and head of the UN Support Mission in Libya, Hanna Tetteh, and her mediation efforts.
The Council members welcomed the agreement, which provides for presidential and parliamentary elections to be held within 24 months, the formation of a new composition of the High National Election Commission, the integration of all state institutions, including the army, security forces, and courts, and the formation of a unified executive authority. The Security Council called on all Libyan parties to support the agreement and to immediately fulfill their commitments.
The resolution expresses concern over the unstable situation in the country and reports of deliberate attacks on critical civilian infrastructure in August. The Security Council strongly condemned drone strikes on such targets and populated areas and called for those responsible to be held accountable. Council members emphasized that there is no military solution to the Libyan crisis and called for the withdrawal of all mercenaries, foreign militants, and foreign forces from the country.
The Council also pointed out that Libya’s oil resources should be used for the benefit of all Libyans. The UN Support Mission in Libya (UNSMIL) is recommended to maintain the economic section that helps the authorities combat fuel smuggling.
Colombia: Focus on Reintegration and Security
The unanimously adopted resolution extends the mandate of the UN Verification Mission in Colombia until October 31, 2027, but narrows it. The mission will now focus on verifying the reintegration of former combatants and security guarantees, while agrarian reform has been removed from its mandate. This was requested by the government of President Abelardo de la Espriella himself, who took office on August 7. The authorities consider agrarian reform primarily a national task.
US representatives welcomed the decision, calling it an example of how a country takes responsibility for the peace process. Russia, on the contrary, expressed regret that agrarian reform was excluded from the mandate. Several delegations, including those of Denmark and Panama, emphasized that the reduction of the mandate does not mean the departure of the UN, and expressed hope that the mission will maintain its presence on the ground.
Bosnia and Herzegovina: EU forces remain for another year
The Security Council also unanimously extended the mandate of the EUFOR Althea mission in Bosnia and Herzegovina for 12 months. These forces assist in implementing the military aspects of the 1995 Dayton Peace Agreement that ended the war in the country.
In September, a state funeral was held in Belgrade, Serbia, for the former commander of the Bosnian Serb army, Ratko Mladić. He was serving a life sentence after the International Tribunal for the former Yugoslavia found him guilty of genocide and crimes against humanity. A representative of the United Kingdom, which prepared the draft resolution, condemned the glorification of Mladić and emphasized that reconciliation remains a key task.
