On Monday, the UN Security Council unanimously adopted a resolution dedicated to protecting children from recruitment in armed conflicts and the risks associated with the use of digital technologies.
The text of the document prepared and presented by Greece states that the Security Council “strongly condemns all violations of applicable international law norms related to the recruitment and use of children by parties to armed conflicts,” and demands that “all relevant parties immediately put an end to such practices and take special measures to protect children.”
The resolution calls on all parties to armed conflicts that recruit or use children in violation of their applicable international obligations, including by using digital technologies such as social media platforms, to immediately cease such recruitment.
When developing any measures related to the digital environment, the document states that the interests of the child must be taken into account and “appropriate protective measures” provided. The resolution also notes that digital technologies can be beneficial – from enhancing digital literacy to facilitating ongoing education during conflicts, including its remote forms.
The Security Council calls on countries and UN bodies to expand children’s access to digital infrastructure and education, while simultaneously eliminating digital inequality.
The resolution states that digital solutions should “complement, not replace face-to-face measures to protect children and in-person educational activities” in conflict areas. Teachers and education workers are advised to develop skills in using new technologies and help children recognize digital threats.
Finally, the resolution calls on countries to take measures to curb the online recruitment of children and prevent the involvement of minors in “malicious” digital activities.
