A forum titled “Digital Solutions” was held in the capital. The session “Implementation of Digital Technologies to Reduce Administrative Burden on Business” featured a speech by the Minister of the Moscow Government, Head of the Main Control Department (Glavkontrol) of Moscow. Evgeny Danchikov. In addition, representatives of the General Prosecutor’s Office, federal executive authorities, and the All-Russian public organization of small and medium-sized businesses “Opora Russia” took part in it. The session was moderated by the Director of the Department for Regulatory Policy Support of the Government of Russia, Andrey Spiridonov.

“The government is consistently working to reduce the administrative burden on businesses and create a comfortable business environment. This work has been ongoing since 2019 under the directive of the President of the Russian Federation. Over five years, the number of inspections has decreased by 5.6 times, while their effectiveness has increased by 1.6 times. This result confirms the importance of the measures taken: they allow focusing control on the most significant risks without creating excessive obstacles for conscientious businesses,” said Andrey Spiridonov.

“Moscow control” constantly monitors and forecasts risks using technical means. The role of the inspector changes in this process: specialists analyze the results of the technical means and participate in training AI systems. Where digital infrastructure is already implemented, processing materials can take hours instead of weeks and months.

“‘Moscow Control’ consistently translates city oversight into a digital format based on risk analysis, prevention, and partnership interaction with business. Regulatory (supervisory) bodies use data and technologies to foresee risks in advance and direct resources where they are truly needed. Today, businesses strive to operate in good faith, and for most, complying with mandatory requirements is important. We, in turn, value this approach and always emphasize prevention. The goal is not to impose sanctions, but to guide and help act strictly within the law,” noted Evgeny Danchikov.

In Moscow, prevention accounts for 75 percent of the total number of relevant events and on-site inspections. For example, the digital platform has become an effective tool “Open Control”, uniting more than 20 services for business, including a self-check service and remote appeal.

In addition, the platform features the service “Violations in the placement of advertising and informational structures.” When a violation of the law is detected, the controlled entity is sent a notification with a photograph documenting the deviation from the requirements along with a detailed description. At the same time, time is given to eliminate the identified discrepancies without applying sanctions. The business can provide proof of the completed work. However, if the entrepreneur does not correct the violation, the supervisory authority applies measures, including forced removal of the sign.

“Digital Solutions” is a platform for dialogue between the government and business. At the forum, speakers identify promising areas of development and analyze the results of the national project. “Data Economy”, as well as develop strategies for the digitalization of various sectors of the economy.
