The entrepreneur exercised the right of preemptive purchase and acquired commercial real estate from the city in a cultural heritage site in the Basmanny district. This was reported by Ekaterina Solovyova, Minister of the Moscow Government, head of the Department of City Property.

Preemptive right to purchase leased premises is an important support measure for small and medium-sized enterprises (SMEs). It allows businesses to buy the occupied property without participating in auctions and competing with large companies, whose financial capabilities are generally significantly higher. In this case, the price of the premises is determined by an independent appraiser and corresponds to the market value of the sold square meters. Entrepreneurs may not pay the full amount immediately but can arrange installment payments over seven years.

“A small business representative bought from the city a space of more than 250 square meters in the cultural heritage site ‘Residential House, late 18th century’ at the address: Maroseyka Street, 2/15, building 1. Purchasing real estate here is an investment in a commercial asset that will always be in high demand due to its location in the historic center of the capital and excellent transport accessibility. Nearby are the Kremlin, Zaryadye Park, Bolshoi Theatre, Vladimir Mayakovsky Museum, Chistye Prudy, shops, and cafes. The business activity of the area is shaped by business centers and bank offices,” said Ekaterina Solovyeva.

Part of a historic building, in which the entrepreneur purchased premises for conducting business, has been recognized as an object of federal cultural heritage. In the past, it was part of a large city estate dating back to the mid-1790s and associated with the name of Countess Varvara Razumovskaya, née Sheremeteva. Active construction in the estate throughout the 19th century significantly altered its original classical composition, but the complex has not lost its historical and cultural value. The responsibility to ensure the preservation of the historic site is assigned to the owners and users of the building.

Businesspeople who want to buy properties leased from the city need to apply for the public service. “Redemption of leased real estate from the city by small and medium-sized businesses”. This can be done electronically on the portal mos.ru.

The preemptive right of purchase is available to entrepreneurs who are included in the SME register and have been renting city real estate on general terms for at least one year. If entrepreneurs become tenants as a result of specialized auctions, the rental period before the purchase must be at least two years. The real estate itself must be included in the list of state property intended for use by SMEs for five or more years.
