From the transcript:

Dear colleagues!

I welcome all participants and guests and want to thank the staff of the Ivan Ivanovich Dedov National Medical Center of Endocrinology for organizing this important event – the 4th International Congress “Obesity and Metabolic Disorders: Conscious Reset.”

Obesity is a global problem – since the late 1990s, the prevalence among adults has more than doubled worldwide. It is forecasted that by 2030 up to 1 billion people will be overweight – practically every second adult.

Childhood obesity affects one in ten children worldwide, and one in five children and adolescents are overweight.

Excess body weight is a significant health risk factor, increasing the likelihood of developing a range of diseases that can substantially reduce quality of life and increase the risk of premature death.

In this regard, the transition to medicine for healthy longevity gains special importance in our country. This is systematic work with pre-risks and risk factors, efforts to preserve and strengthen human health throughout life. And the fight against excess body weight and obesity is one of the links in this complex chain.

We approached the problem conceptually.

At the initiative of the Council under the Government on Social Welfare Issues, a set of measures to combat obesity in children and adolescents has been developed and is being implemented since 2024. Within its framework, the regulatory legal framework for organizing medical care for children with obesity has been updated, standards for providing medical care to children with obesity have been approved, and corresponding clinical guidelines have been developed., and  Recording of the body mass index in children and standardization of its deviations have been included in the procedure for minors’ preventive medical examinations effective from September 1, 2025.

The implementation of the comprehensive measures not only made it possible to increase the detection of the disease during preventive examinations but also contributes at the population level to improving the food behavior culture of children and their parents, changing the nature of nutrition and established eating habits.

In continuation of this work, measures to combat obesity in adults are also being developed at the initiative of the council.

Within the framework of the national project “Long and Active Life,” starting from 2025, we are conducting work to identify risk factors and provide dispensary monitoring of citizens, with the development of individual healthy lifestyle and nutrition programs.

As of today, there are 541 health centers operating with modern equipment and updated functionality, 42 centers have already been transformed into centers of healthy longevity medicine. From April 1, 2026, the position of “healthy longevity medicine doctor” has been introduced.

Our goal is to increase by 2030 the proportion of citizens leading a healthy lifestyle, to cover at least 60% of citizens with risk factors through in-depth consultation in health centers, and to provide recommendations to at least 95% of citizens for whom centers will develop individual healthy lifestyle programs.

A significant contribution to achieving this goal is made by the National Medical Center of Endocrinology named after Academician I.I. Dedov – the leading institution in the country not only in early diagnosis and treatment of endocrine diseases but also in forming the scientific and practical foundations of healthy longevity medicine and managing metabolic risks.

I would especially like to highlight the formation of a team-based approach – when a unified system of specialists of various profiles for working with adults and children ensures continuous support, prevention, and correction of metabolic disorders.

Today, more than 6,000 participants from the USA, France, Germany, the United Arab Emirates, Belarus, Kazakhstan, Uzbekistan, and other countries have gathered at the international congress venue.

This is a good opportunity for exchanging views and constructive dialogue on shaping global systemic vectors for the development of healthcare.
