In Blagoveshchensk, Deputy Chairman of the Government — Plenipotentiary Representative of the President in the Far Eastern Federal District, Yuri Trutnev, held a meeting on the progress of investment projects in the Amur Region, and also inspected a number of transport and tourist infrastructure facilities.
The vice-premier’s working trip began with an inspection of the airport terminal complex of Ignatyevo Airport named after N.N. Muravyov-Amursky. Yuri Trutnev conducted an inspection of the passenger terminal for domestic and international flights. The new passenger terminal, built with financial support from VEB.RF, was inaugurated in March 2026 by Russian President Vladimir Putin. The new terminal, covering an area of 26,700 square meters and with a capacity of 1,000 passengers per hour, is equipped with 23 check-in counters, four jet bridges, and three baggage belts. The complex area features a parking lot for 600 vehicles, and a new cargo terminal with an annual capacity of 6,000 tons has been constructed. The passenger traffic for the first eight months of 2026 amounted to 780,000 people (14% compared to the same period in 2025). Additionally, at the expense of federal funds under the national project “Efficient Transport System,” the Federal State Institution “Rostransmodernization” has carried out comprehensive reconstruction work on the aerodrome infrastructure. This year, the reconstruction of the small aviation apron is being completed.
After inspecting the airport, Yuri Trutnev met with investors. “We are holding a meeting on attracting investment to the Amur Region. The region is the leader in this indicator in the Far East. Over 10 years, investment projects implemented in the Amur Region with state support have attracted more than 2.2 trillion rubles to the region. There are 57 projects with a total investment volume of more than 3.3 trillion rubles being implemented in the region with state support measures. 22 of them have been commissioned, creating more than 15 thousand jobs. In accordance with the instructions of the President of the Russian Federation Vladimir Vladimirovich Putin, the Vostochny Cosmodrome was built in the Amur Region, and the country’s largest enterprises appeared — the Amur Gas Processing Plant and the Amur Gas Chemical Complex. This is the fulfillment of the head of state’s orders. Today we will see what the regional leadership is doing to attract investments to the region. Among the projects under discussion at the meeting are generation facilities. Two projects for the construction of wind power plants, two for the creation of solar power plants, and another project for the expansion of the Svobodnenskaya Thermal Power Plant.”Altogether, they will provide the region with an additional approximately 1.6 GW of capacity (comparable to the power supply of a metropolis) and about 1,200 jobs. This is important. One of the main constraints on the development of the Far East is the insufficient energy capacity. Let’s discuss how the work on attracting investments is progressing and what needs to be done to make it successful,” opened the meeting Yuri Trutnev.
Projects for the construction of wind farms were presented. The “Renewable Energy” division of the state corporation Rosatom plans to build two wind farms in the Zavitinsky municipal district with a total capacity of up to 400 MW. PJSC Forward Energo plans to build a high-tech wind power plant with a total installed capacity of 150 MW.
Projects of the Hevel Group related to the construction of two solar power plants in the territories of Blagoveshchensky and Oktyabrsky municipal districts were discussed.
Atlas Mining is developing documentation for the construction of a metallurgical plant at the Bamsky gold ore site located in the Tyndinsky district.
Projects of the residents of the Amur Special Economic Zone (TOR) were discussed. One of the projects is the expansion of the Svobodnenskaya TPP. The second is the creation of an oil extraction plant by the Sodruzhestvo group of companies, one of the largest enterprises in Russia for processing soybeans, rapeseed, and flax seeds.
“Currently, our main task is to launch a new investment cycle. A list of 95 promising projects has already been formed, with a total cost of 480 billion rubles across six economic sectors. A priority direction remains the processing of agricultural products. Over the past five years, the region has increased its soybean processing capacity by 28%—up to 580 tons per year. Reaching the design capacity of the oil-extraction plant of the Sodruzhestvo Group will allow processing an additional one million tons of oilseeds per year. The volume of investments in mineral extraction is estimated at 300 billion rubles. In particular, we are implementing projects for the development of refractory ores of gold, copper, and nickel. Documents are being prepared for the construction of a mining and metallurgical plant in the Tyndinsky District. Due to the construction of the Nizhne-Zeyskaya hydroelectric power station and alternative energy facilities, by 2032 electricity production in the Amur region will increase to 7 GW. The new generation will allow for the development of energy-intensive projects, including the creation of data processing centers,” noted Vasily Orlov, Governor of the Amur Region.
“All investment projects are important. And the main thing is that each one is completed and benefits people, and that the invested funds are returned to the investors so they can continue to work and build new enterprises,” said Yuri Trutnev.
On the same day, Yuri Trutnev visited several tourism infrastructure sites. The Deputy Prime Minister visited the city museum “House of the Babintsevs,” located in an old merchant mansion. A new cultural and educational space is being created here. In March of this year, a private interactive museum was opened in the building. During their visit, museum guests not only familiarize themselves with the exhibits but also immerse themselves in the past, learning about the history and customs of old Blagoveshchensk through the lifestyle and family structure of the 19th-century merchant class.
A project for the all-season fair “Amur Seasons” was presented. A multifunctional public space has been created for the all-season fair, formed by a complex of modular single-story pavilions. The architectural design is executed in traditional Russian style: the pavilions are decorated with carvings, platbands, and ornaments characteristic of Russian wooden architecture. The total building area is 886 sq. m, of which 430 sq. m will be occupied by catering organizations. Cosmetic work on the interior and exterior of the pavilions is currently being completed.
During his visit to the “Amur Seasons,” Yuri Trutnev was presented with a new large-scale project to recreate the historical appearance of the first street of Blagoveshchensk – Relochny Lane. The plan is to create a historical and cultural tourist cluster here. The main idea of the concept is to convey the atmosphere that prevailed on the streets of Blagoveshchensk more than 150 years ago.
Another tourist attraction visited was the Amur Dinopark – an entertainment and educational space for the whole family, located in the city of Blagoveshchensk on the territory of the public complex “Tribuna Hall.” Since its opening in June of this year, the dinopark has been visited by more than 55,000 guests. The project was implemented with the direct scientific consultation of Amur paleontologists, who personally verified the information on the stands and in the video materials, as well as approved the external appearance of each exhibit.
Tourist and entertainment infrastructure facilities contribute to an increase in tourist flow. This was reported to the Deputy Prime Minister by Governor Vasily Orlov. The region is experiencing growth in tourist flow by number of trips: in 2025 it increased by 13% compared to 2024, reaching 825.3 thousand trips.
The number of tourists staying in hotels has increased. In 2025, the growth was 0.2% compared to 2024, and in the first seven months of 2026 – 363.6 thousand people (+96.2% compared to the first seven months of 2025). According to data for the first half of the year, the number of foreigners staying in hotels in Priamurye has grown fivefold.
Attention is paid to the modernization and construction of hotel infrastructure. Currently, three priority investment projects involving hotels are being implemented in Blagoveshchensk: a “five-star” hotel on the “Golden Mile” (by 2028); “Blagoveshchensk Baths” (by 2031); “Silver Mile MFC” (by 2031). Additionally, eight investment sites for hotel construction are proposed in Blagoveshchensk.
As of the end of 8 months of 2026, Amur Oblast became one of the leaders in Russia in the number of tourist trips, doubling to 450 thousand.
In the capital of Priamurye, the focus is on event tourism. More than 200 events are held annually in Blagoveshchensk, most of which are joint with China: international congresses and exhibitions, cultural and sporting events, including those on the border river Amur.
Industrial tourism is represented by a complex of key facilities: the Vostochny Cosmodrome (the flagship of industrial tourism), the Bureya and Nizhne-Bureyskaya hydroelectric power plants, enterprises in the agro-industrial sector, and gold mining. The Amur Region is one of the 17 leaders in the development of industrial tourism in Russia (more than 30 industrial enterprises of the region are available for visits).
Thanks to its geographical location, the Amur Region is one of the leaders in receiving Chinese tourists. The introduction of a visa-free regime in December 2025 for citizens of the PRC entering Russia is an important event that has made trips for Chinese tourists to the Amur Region even more accessible. Accessible navigation is being created for Chinese tourists, and the China Friendly standard is being implemented. This year, 12 tourism industry facilities will be certified according to the China Friendly standard. Routes for tourists from the PRC are being developed in cooperation with businesses (two such routes have been developed based on the popular Chinese film and TV series “Red Silk” and “How I Became Russian”). Thanks to the decisions by the leadership of the two countries to introduce the visa-free regime, inbound tourist traffic from the PRC to the Amur Region has increased by 30%.
Yury Trutnev also awarded the student patriotic center “Vyzov” of the Amur State Medical Academy, which became a laureate in the nomination “Universities for the Special Military Operation” at the annual socio-business award “Star of the Far East.”
