By the Decree of the Government of the Russian Federation dated August 28, 2013 No. 744, 10 annual awards in the field of education were established. They are awarded to individual laureates or author teams (up to five people) by the decision of the Government based on the proposals of the Interdepartmental Council for awarding Government prizes in the field of education.

Government commendations are awarded for achievements in the field of education and many years of fruitful work in this area.

Speech by Mikhail Mishustin:

Dear colleagues, dear friends!

Today is a very important day – Teacher’s Day. I want to sincerely congratulate all teachers and mentors on this wonderful holiday. On this day, we remember with special warmth and gratitude the teachers, people who have chosen as their calling a labor that requires, besides deep knowledge of the subject, generosity and warmth of heart, insight, the ability to see talent in a child, their student, and help them believe in their own abilities. And perhaps most importantly – to nurture in them a desire to learn, to strive for new things, to make their first independent decisions. All these skills stay with a person throughout their life, and it is precisely they who shape the future.

  • Order dated September 22, 2026 No. 2589-r

Today we have invited you to honor with the Government of the Russian Federation awards in the field of education.

Constant attention is paid to teaching activities and increasing their importance. Recently, the President signed a decree on additional support measures for teachers. The document establishes their special status, including opportunities for professional development, mentorship assistance for novice teachers, as well as improvement of the requirements for the teaching load—as one of the key conditions for comfortable work.

We are systematically creating a modern educational environment. As part of the national projects “Youth and Children,” “Family,” we are carrying out major repairs of kindergartens and schools, and building new ones. We are also steadily expanding the necessary infrastructure, updating the material and technical base of colleges and pedagogical universities, and dormitories. We are creating world-class university campuses, increasing the number of advanced engineering schools, and developing an academic leadership project. All these activities will undoubtedly continue. It is important that our future generation across the country studies in comfortable conditions.

We are doing everything necessary to improve the quality of education. By the order of the head of state, starting from this academic year, a pedagogy module has been included in the curriculum for students of universities in mathematical, natural science, and technological specialties. Thus, young people will have the opportunity to teach, as well as the right to an increased state scholarship.

This approach will help train engineers, specialists in the field of technology, capable of passing knowledge to the new generation. And of course, it will strengthen the serious level of domestic education, which our kids demonstrate annually at international olympiads, winning prize places.

This year, Russian national teams participated in five such competitions and won 31 medals, most of them gold. The President emphasized that it is precisely the high quality of education that guarantees our country’s ability to solve the most complex problems and achieve leadership in critically important areas. Today’s schoolchildren and students must be ready to meet the challenges of the times amid technological changes and be among the best in global competition.

Colleagues, a strong school has been established in domestic pedagogy. And you, dear researchers, creators of innovative methods and programs for teaching children, confirm its status and authority.

Here, the role of the Russian Academy of Education and the support it provides to educators in the creative search and implementation of ideas is especially important. And the Government Award is a sign of recognition both of the personal contribution of each of you and of the scientific organizations, universities, and research centers where you work.

This year, awards are being given to the authors of ten educational and methodological developments aimed at training qualified specialists in critically important fields. Primarily in medicine. These include a number of scientific and practical developments in surgery, in the new specialty of “osteopathy.” Some of them are unique and have no foreign equivalents. A textbook that enables medical students to significantly reduce the gap between theoretical knowledge and practical skills in the treatment of internal diseases, expanding and deepening diagnostic competencies.

A number of works are dedicated to training students, personnel for the construction industry, as well as future engineers to ensure Russia’s technological leadership in high-tech sectors of the economy.

And two more works have been created for mastering working professions. These are the basics of the theory and practice of electrical equipment operation. They provide a detailed description of all processes – from usage to repair of such complex machines.

Among the laureates is the team of authors of the scientific and methodological system “World of Discoveries,” thanks to which children gain extensive geographical knowledge. For many students, these innovative approaches have already helped them make a professional choice while still in school. And become new-generation geography teachers.

Dear friends!

Today, I am also pleased to present a letter of gratitude from the Government of the Russian Federation for special merits and many years of fruitful work to preschool education employees – educators – from Magadan, Chelyabinsk, Blagoveshchensk, and Pskov.

All of you have dedicated your professional lives to the very youngest. To children who are just beginning to discover this world, learning to interact with it. And the educator must help them in this, being there at the right moment.

Once again, congratulations to everyone on the holiday and on receiving the award. I wish that your work and innovations inspire students and colleagues. Thank you for what you do. Wishing you continued professional success and good health.

Let’s move on to the award ceremony.
