Acting Head of the Department of Geodesy, Land Management, and Cadastre at SPbGASU Yana Volkova developed a methodology for determining the area of capital construction objects. The new approach allows selecting the method of measurement work taking into account the features of a specific object, thereby combining the required measurement accuracy with the costs of performing them.
The determination of the area of a capital construction object can be accompanied by various inaccuracies. The result is influenced by both the methods and measuring instruments used, as well as the characteristics of the building itself. For example, walls may not be at right angles — deviations occur both in the horizontal and vertical planes.
At the same time, the actual geometry of the object is not always fully reflected in the technical documentation. In the floor plans, rooms with complex shapes are usually simplified to a more basic geometry. As a result, discrepancies arising during measurements can affect the final area value.
The accuracy of determining this indicator has immediate practical significance. According to paragraph 61 of article 26 of Federal Law No. 218-FZ, the difference between the area of a capital construction object specified in the construction permit and its area in the technical plan must not exceed 5%. If the discrepancy is greater, the cadastral registration may be suspended. To resolve the inconsistency, it will be necessary to make changes to the design documentation, which can increase the timeframes for commissioning the object.
To reduce the likelihood of such discrepancies, SPbGASU proposed an adaptive methodology. Its key feature was the choice of the method for determining the area depending on the characteristics of the specific object.
Within the framework of the study, measurements were carried out using three methods: field measurements, terrestrial laser scanning, and LiDAR. Comparing the results made it possible to assess the capabilities of different technologies and determine in which cases the use of each is most appropriate.
Thus, it is not proposed to use a single universal method to determine the area. The methodology allows selecting the technology depending on the characteristics of the object, maintaining the required level of accuracy without unjustified increase in the cost of surveying work.
The area of a real estate property is one of the key characteristics determined during cadastral work. It affects, in particular, the value of the property and the amount of property tax, the size of government subsidies for purchasing housing under preferential conditions, as well as the area of the land plot provided in exchange for that withdrawn for state or municipal needs. This indicator is also taken into account when decisions are made by authorized bodies.
The development can be useful for both property rights holders and developers and specialists performing cadastral work.
The research was conducted within the framework of a grant competition for scientific research work by teaching staff of SPbGASU in 2026 on the topic “Methodology for determining the area of capital construction objects.”
