A new service has started operating in Moscow “Document Constructor”. It provides metropolitan institutions, non-profit and commercial organizations with the ability to faster and more conveniently process contracts online to address various urban challenges.

The service operates for free. It allows you to conclude even complex multilateral agreements entirely electronically—from drafting the text to signing and storing.

Working with documents on the platform is significantly faster than with traditional paper document flow. For example, now the State Budgetary Institution “Settlement Center” can conclude a comprehensive contract for calculating payments for housing and communal services and other services for several dozen buildings in just a few hours. Previously, preparing, printing, and delivering each document took more than one day.

“The digital ecosystem continues to develop in Moscow. The new service ‘Document Constructor’ has expanded its capabilities in the field of electronic document management. We have created a tool that not only speeds up the signing of papers but offers a comprehensive solution—from template creation to secure storage of signed documents. Currently, the service is being used to execute contracts and additional agreements in the housing and utilities sector. In the future, it is planned to connect new participants to the service. Also, there are plans to expand the set of templates for different types of contracts. Our goal is to cover the maximum number of interaction scenarios between the city and businesses,” noted Roman Urnyshev, Deputy Head

Department of Information Technologies of the City of Moscow.

Using the service “Document Builder” Users can create document templates according to approved formats. They are collected on one page. Users can review information about each format, choose the appropriate one, and generate the document. At the same time, fields will be filled automatically from the system’s directory.

The service also allows flexible configuration of the approval sequence among participants — either sequentially or in parallel. The approval and signing sheet is generated automatically; you just need to select organizations from the directory.

The parties can collaborate on documents online: make comments and record edits. At the same time, the system monitors the approval deadlines and reminds participants about them. All comments and changes are saved, making the process transparent and helping to avoid discrepancies between versions.

The service also allows you to see the status of each document, obtain personalized reports with one click, and analyze key metrics. The knowledge base of the “Document Constructor” contains answers to frequently asked questions and useful tips on working with the service. If necessary, users can contact the support service.
