At the Department of Urban Planning, development directions for the Irkutsk agglomeration are being developed

Senior Lecturer of the Department of Urban Planning at SPbGASU, Candidate of Architecture Vera Ignatenkova conducted a research project “Urban Development of the Irkutsk Agglomeration in the System of Interregional and Cross-Border Connections of Eastern Siberia.” This news is published based on the results of the execution of the SPbGASU grant in 2026.

The objective of the work is to develop scientifically based directions for the urban development of the Irkutsk agglomeration within the system of interregional and cross-border connections of Eastern Siberia.

The scientific novelty and uniqueness of the study are as follows:

  • A periodization of the formation and development of the Irkutsk agglomeration and its key cities (Irkutsk, Angarsk, Shelekhov, Usolye-Sibirskoye) has been conducted; for each identified stage – preliminary (mid-17th century – late 19th century), development from the Trans-Siberian Railway (late 19th century – first half of the 20th century), industrial rise (second half of the 20th century – 1990s), modern (1990s – early 21st century) – the main conclusions have been formulated;

  • A comprehensive urban planning assessment of the studied territories of the agglomeration has been carried out, allowing the existing problematic aspects to be systematized and documented;

  • Dependencies of the development of the studied territories on natural conditions, the configuration of the transport framework, existing functional zoning, as well as socio-economic and tourist-recreational parameters have been identified;

  • A design-theoretical model has been created for the development of the Irkutsk agglomeration within the structure of interregional and cross-border connections of Eastern Siberia based on existing methodological approaches;

  • Proposals have been formulated regarding possible directions for the transformation of the further development of the studied territories.

The study can be used by specialists in related fields in the area of urban development of settlement systems using the example of an agglomeration, in particular, the Irkutsk agglomeration.

Vera Ignatenkova plans to continue research on the Irkutsk agglomeration in order to clarify its boundaries, develop a master plan, and adjust the socio-economic development strategy taking into account the agglomeration effect.

“The Irkutsk agglomeration is the ‘highlight’ of the Irkutsk region and all of Eastern Siberia. Time and the right development vector – and the region will shine with new colors,” says the author of the study.
