Deputy Prime Minister Tatyana Golikova addressed the participants of the two-day seminar on national implementation of obligations under the Convention on the Prohibition of the Development, Production, and Stockpiling of Bacteriological (Biological) and Toxin Weapons and on Their Destruction in a video greeting. The event is organized by the Russian Ministry of Foreign Affairs in cooperation with relevant federal executive bodies.

Dear colleagues!

I am pleased to welcome you to the opening of the seminar on national implementation of obligations under the Biological and Toxin Weapons Convention – the first event under the BTWC auspices on the territory of the Russian Federation.

Issues of biological security and countering various threats in this area occupy an important place on the international agenda. The Russian Federation, being the depositary country of the BTWC, attaches special importance to the effective implementation by states of the provisions of the convention, which would significantly contribute to increasing predictability and transparency regarding the research they conduct.

Priority attention within cooperation in the field of biosafety is consistently given to the countries of the post-Soviet space, with which Russia maintains strategic partnership relations based on friendship and cultural-spiritual community, mutual respect and support, as well as consideration of each other’s interests. Long-standing fruitful interaction is underway between our states. Regular contacts have been established both on a bilateral basis and within regional integration associations, in particular the CSTO and CIS. Joint efforts contribute significantly to strengthening biological sovereignty and ensuring the safety of citizens’ lives and health.

The seminar on national implementation of obligations under the CWC conducted by the Russian Federation is yet another significant milestone in our long and mutually beneficial cooperation. It is important not to stop at the achieved results and to increase cooperation, including conducting joint research and drills to eliminate possible outbreaks of dangerous and especially dangerous infectious diseases, as well as monitoring the sanitary-epidemiological and epizootic situation in the border areas.

I am confident that this event will allow for the exchange of accumulated experience, contribute to strengthening the CBTO, and enhance the potential of the Eurasian space for preventing biological threats of both natural and artificial origin.
