Every year, students of capital universities can apply to participate in the “Moscow Government Named Scholarship” program. Since its inception in 2003, more than 20,000 people have received city support for academic achievements.

How to apply
In order to apply for a named scholarship, it is necessary to graduate from a Moscow school with the medal “For Special Achievements in Studies” and enroll in a budget program in a specialty recognized by the Moscow Government as most important for the city economy. Such specialties are listed in list on the mos.ru portal. It includes various fields — from biotechnology and pedagogy to engineering and veterinary medicine, available in almost all public universities of the capital.
First-year students need to contact their university’s dean’s office and confirm their achievements. The procedure for processing the documents may vary slightly depending on the educational institution. The selection results are announced during the first semester.
In addition, second-, third-, and fourth-year students can also participate in the program. For them, having a medal is no longer important: it is enough to have good and excellent grades based on the results of the last session, as well as to actively participate in city projects, engage in volunteering, and achieve success in sports, science, and creativity.

Named scholarship holders in person
Ekaterina Marukhina completed her fourth year specializing in “General Medicine” at the First Moscow State Medical University named after I.M. Sechenov. As part of the program, she actively participated in the educational project “Medics for Non-Medics.” It reminds city residents that everyone, regardless of profession, needs to take care of their health.
Ekaterina lectures at the university while simultaneously conducting research in the field of surgery. In November 2025, her work on minimally invasive prosthetics of the aortic arch was published. In addition, for two years, Ekaterina has been volunteering in the gynecology department of the N.V. Sklifosovsky Research Institute for Emergency Medicine. Participation in the “Named Scholarship of the Moscow Government” program allowed her to organize scientific and educational events and develop as a specialist even during her studies.
Alexander Karapetsky is a second-year student at the Faculty of Information Technology of the Moscow Polytechnic University. He helps new scholarship recipients understand the opportunities of the program and participate in city projects. In August 2025, Alexander represented the university at the All-Russian Youth Educational Forum “Shum” for young media specialists. In addition, he organized the case championship “The Future of Moscow: the City of Opportunities.” Its participants developed ideas for the development of transportation, medicine, culture, and sports sectors. The jury included deputies of the Moscow City Duma and representatives of the university administration.
“The program gave me the opportunity not just to be a part of student life, but to shape it — from mentoring scholarship recipients to implementing major initiatives, such as the case championship,” shared Alexander Karapetsky.
First-year student Anna Polyakova, studying in the field of “State and Municipal Administration” at the National Research University Higher School of Economics, coordinates the work of more than 200 scholarship holders at her university. Additionally, in the spring of 2026, Anna completed an internship at the Center for Supporting Young Specialists, after which she received an invitation for an internship with subsequent employment. According to her, thanks to participating in the program, she found her calling in the field of youth policy early in her studies.
