One of the effective tools for qualitative renewal of urban development has become the mechanism of integrated territory development. Its main goal is the transformation of settlements to create comfortable living conditions for people. Work is being carried out throughout the country. For example, in Novorossiysk, six integrated development agreements have been signed, under which the construction of schools, kindergartens, and other social facilities is planned. This was reported by Deputy Prime Minister Marat Khusnullin.
“The main meaning of CRT is the synchronous creation of housing and all necessary infrastructure. Regions are moving away from developing individual plots and transitioning to the comprehensive transformation of districts. In southern Russia, the CRT mechanism is especially effective for developing tourist infrastructure. The South is attractive to investors due to its climate, and CRT makes projects larger in scale and appealing to residents and businesses. Projects include both the construction of houses and the creation of a comfortable urban environment, social infrastructure. Currently, six CRT agreements have been signed in Novorossiysk, under which the construction of 6 schools and 10 kindergartens is planned. Six projects are designed for approximately 57.4 thousand new residents,” said Marat Khusnullin.
For example, in the Southern intra-city district of Novorossiysk, the construction of a school for 1,700 students on an area of 27 hectares is planned. They also plan to create a kindergarten for 450 children in Myskako.
Another CRT project in the Primorsky Intracity District includes the construction of a school with 1.1 thousand seats and a kindergarten for 260 children in the area of Krasin Street in Tsemdolina.
“Comprehensive territorial development is not just about erecting residential buildings, but about creating a full-fledged, comfortable living environment. Regions are involving more and more sites planned for housing construction, social, utility, and road infrastructure facilities. In Novorossiysk, the largest KRT project by area, covering 70.9 hectares, includes the construction of four kindergartens with a total capacity of 1,200 places, as well as a school for 1,100 students with additional education for another 400 children,” said Alexander Lomakin, First Deputy Minister of Construction and Housing and Communal Services.
By order of the President last year, KRT projects received federal funding for the first time. To stimulate housing construction projects, a decision was made to allocate subsidies to regions for the development of infrastructure. The program included 37 entities.
The first school built with a subsidy under the CRT mechanism has opened its doors in the Penza region. The facility was completed a year ahead of schedule. The cadet corps named after Major General V.V. Kanakin has a capacity of 550 seats.
Currently, in 81 subjects of the Russian Federation, 1,500 CRT projects are in active implementation stage over an area of 30.9 thousand hectares with an urban development potential of 227.8 million sq. m, of which 170.7 million sq. m is residential area.
