The Russian-Vietnamese Scientific and Technological Forum is timed to coincide with the state visit to Russia of the General Secretary of the Central Committee of the Communist Party of Vietnam (CC CPV), President of the Socialist Republic of Vietnam, Nguyễn Phú Trọng, and takes place within the framework of the Russian-Vietnamese Year of Science and Education. In total, the forum brought together more than 250 representatives of the academic communities of the two countries.

The Deputy Prime Minister reminded that 2026 has been declared the Year of Russian-Vietnamese Cooperation in Science and Education. The countries conduct joint scientific research, with the flagship platform being the Russian-Vietnamese Tropical Scientific Research and Technology Center in Hanoi. On September 9, a ceremonial opening of its new laboratory for epidemic prevention and control will take place.
He added that in March an intergovernmental agreement was signed for the construction of the first nuclear power plant in Vietnam. Its creation will become a powerful impetus for the development of cooperation in related fields – high technology, as well as fundamental and applied scientific research.
“Artificial intelligence, innovative materials, new energy, space technologies — these are the very fields that will shape the technological landscape. And it is important for us not just to exchange achieved results, but to combine competencies and create joint advanced developments. I am confident that such cooperation will add extra momentum to the strategic partnership between Russia and Vietnam,” said Dmitry Chernyshenko.
The head of the Ministry of Science and Higher Education of Russia, Valery Falkov, noted that over decades of cooperation between Russia and Vietnam, a solid foundation has been established that allows for the joint implementation of ambitious scientific objectives.
“One of the effective tools is direct connections between scientists and joint scientific research competitions. Four new projects will receive support from our ministries and will be implemented in 2027–2029. We have agreed with the Ministry of Science and Technology of Vietnam to expand the competition topics next year,” he said.
The Minister of Science and Technology of the Socialist Republic of Vietnam, Vu Hai Quan, noted that holding the forum could set new directions for cooperation between countries in the field of science and technology. He reported that a separate discussion on cooperation between Russia and Vietnam in the field of quantum technologies will be held soon.
“Tens of thousands of Vietnamese specialists received their education in the Soviet Union and today in Russia. Many of them have become prominent scientists, experts, and leaders who contribute to the development of Vietnam. Today, our duty is to bring this invaluable heritage to a new stage of development,” said the General Secretary of the Central Committee of the Communist Party of Vietnam, President of the Socialist Republic of Vietnam, To Lam.
As part of the forum, the President of the Socialist Republic of Vietnam was presented with developments from leading Russian universities (MSTU “Stankin”, NITU “MISIS” and MAI) in the fields of digitalization, aviation, robotics, mechanical engineering, and materials science.
Another topic of discussion was the work of the joint A.S. Pushkin Russian Language Center. In 2026, it is planned to send 10 teachers to conduct courses in Russian as a foreign language. The center conducts advanced training courses for Russian language specialists from Southeast Asian countries and an International Russian Language Olympiad, whose winners this year, within the quota of the Government of the Russian Federation, received the opportunity to study in Russia with a scholarship from the Government of Vietnam.
Special attention at the forum was given to holding the VI Congress of Young Scientists, which will be the final event of the Russian-Vietnamese Year of Science and Education. For the first time in the history of the congress, an honored guest country has been designated, and in 2026 it will be the Socialist Republic of Vietnam.
On the sidelines of the forum, Dmitry Chernyshenko held a meeting with Politburo member and Secretary of the Central Committee of the Workers’ Party of Vietnam Nguyen Thuy Ngoc.
“More than 3,000 Vietnamese students are currently studying in Russia. For more than 70 years, Vietnamese students have been studying in the Soviet Union and then in Russia. Many of them have made a significant contribution to the development of Vietnam. We are well aware of the resolution No. 57 adopted by the Politburo of the Central Committee of the Communist Party of Vietnam. It identifies science, technology, innovation, and digital transformation as the most important factors for the country’s further development. This aligns with our vectors,” emphasized the Russian Deputy Prime Minister.
He expressed his willingness, together with Vietnamese colleagues, to determine the key specialties and the required number of students for each of the relevant fields. In addition, young Vietnamese scientists will be able to join Russian research teams and bilateral projects during their studies.
Dmitry Chernyshenko noted that the Vietnam Academy of Sciences and the state corporation Rosatom are discussing cooperation in the field of quantum technologies. Russia is a world leader in this area, one of three countries in which quantum computers have been created on all four physical platforms and development of a quantum computer is underway.
“We hope you will support us in strengthening the strategic partnership in personnel training, especially in the specialties where Russia is strong. For example, in ICT, quantum technologies, AI, nuclear energy for peaceful purposes, biotechnology, biomedicine. We also believe that Vietnamese and Russian universities, research institutes will cooperate in exchanging materials and information in other areas as well,” emphasized Nguyen Duy Ngoc.
Vietnam’s Minister of Education and Training Hoang Minh Son noted the significance of the work of the Consortium of Technical Universities of Russia and Vietnam. Currently, the creation of a joint research center to implement collaborative scientific projects is being discussed. Additionally, the ministry is working on supporting the functioning of the joint A.S. Pushkin Russian Language Center.
The meeting was also attended by: on the Russian side – the head of the Ministry of Science and Higher Education of Russia, Valery Falkov, the deputy head of the Ministry of Science and Higher Education of Russia, Konstantin Mogilevsky; on the Vietnamese side – the Deputy Minister of Foreign Affairs of Vietnam, Le Thi Thu Hang.
As part of the forum, a number of agreements were also signed between Russian and Vietnamese universities, scientific institutes, and organizations.
