The transformation of the Far East into a macro-region with a high-tech diversified economy, playing a key role in Russia’s cooperation with countries of the Asia-Pacific region, is the goal set in the Strategy for the socio-economic development of the Far Eastern Federal District until 2030 with a forecast until 2036. The order approving it was signed by Prime Minister Mikhail Mishustin.
The stimulus for such a transformation will be a unified preferential regime for companies and enterprises implementing projects in the regions of the Far Eastern Federal District and the Arctic zone of the Russian Federation. Priority will be given to investments that create long value-added chains, which in turn will ensure increased labor productivity and technology transfer into the economies of the district’s regions.
The result of the work should be an increase in the share of processed products – by 2036, it should amount to at least 10% of all products produced in the Far Eastern Federal District.
The industrial development of the region will also be facilitated by the establishment of a center for high-tech international cooperation in the Far East. It is expected that the main areas of such cooperation will be shipbuilding and ship repair, aircraft manufacturing, the creation of space infrastructure, robotics, biotechnology, digital technologies, and specialized radio electronics. The development of these sectors should ensure that the share of products from high-tech and science-intensive industries grows to at least 17.1% by 2036.
A new, rapidly growing sector of the economy in the Far East is expected to be the creative industries – music, cinema, television, video games, architecture and urban planning, advertising, fashion, and design. To achieve this, by 2030, as part of the implementation of master plans for economic growth centers in Blagoveshchensk, Vladivostok, Khabarovsk, Yakutsk, and other cities, a network of creative clusters with a total area of at least 100 thousand square meters is to be created. Alongside this, the network of creative colleges and universities is planned to be expanded. These measures will increase the share of Far Eastern residents employed in the creative economy from 9% by the end of 2025 to 15% by 2036. The development of the creative economy sector will also provide opportunities to retain talented youth in the Far Eastern regions.
One of the main drivers of the district’s development remains tourism. Interest in the Far East is steadily growing from both Russian and foreign tourists. In 2024, the number of trips to the regions of the Far Eastern Federal District increased by 36% compared to 2022. During the same period, thanks to the construction of new hotels and inns, the number of rooms grew by 19%.
To maintain such momentum, it will be necessary to address a number of tasks, the main one being to improve the transport accessibility of tourist areas. This will be achieved through modernization of airports, subsidizing air transportation for various categories of citizens, increasing the throughput capacity of border crossing points at the state border, constructing new roads to tourist sites, as well as upgrading port infrastructure to accommodate cruise liners.
In addition, it is planned to create a digital tourist ecosystem for the Far Eastern Federal District, which will include multilingual navigation services and an online platform for promoting the tourist product.
The Ministry for the Development of the Russian Far East has been tasked with developing a concrete plan of measures for the implementation of the strategy. It must be presented to the Government in March 2027.
Commenting on the approved strategy at at the meeting with the deputy prime ministers on September 7, Mikhail Mishustin noted that its main goal is to continue the transformation of the Far Eastern Federal District into a competitive and comfortable macroregion for living, with a high-tech and diversified economy, and modern infrastructure.
