Chairman of the Government Mikhail Mishustin signed an order approving the Concept for Increasing the Level of Digital Literacy of Russian Citizens. It is aimed at developing skills for the safe and effective use of digital technologies in everyday, educational, and professional activities, and is designed to raise the overall level of protection of the country’s citizens from digital threats.
The concept defines the main directions for efforts to improve citizens’ digital literacy. Among the objectives planned to be addressed within this document are the development and approval of unified rules and recommendations for safe behavior in the digital space, and the implementation of standard algorithms for legal response for people who have encountered digital crimes.
In addition, the concept provides for the creation of a specialized list of rules for interacting with artificial intelligence systems, including methods for verifying content for signs of synthetic generation (deepfakes) and rules for minimizing risks when transferring biometric and other personal data to machine learning algorithms.
Uniform rules and recommendations for safe behavior in the digital space are planned to be integrated into educational programs in kindergartens, schools, colleges, and universities, as well as implemented in corporate educational programs in the field of digital literacy.
In addition, digital security training will be provided to educators and social workers, employees of multifunctional centers for state and municipal services, employment center specialists, bank employees, and telecommunication operators who work with citizens.
“At the meeting of the State Council on personnel training for the economy, the President set us the task to ensure that new knowledge and skills are accessible to people of all ages,” reminded Prime Minister Mikhail Mishustin, commenting on the approval of the concept at at the meeting with the Deputy Prime Ministers on September 7.
According to him, a corresponding concept has been prepared for these purposes.
“When preparing the action plan, special attention must be paid to protecting the most vulnerable categories of citizens, such as the elderly, children, and teenagers. It is important that they not only can confidently navigate the digital space but also receive the necessary help promptly if they need it,” emphasized Mikhail Mishustin.
