The II Russian-Chinese Forum concluded in Khabarovsk, held from September 4 to 6 under the motto “Greater Ussuriysk: Cooperation in the Joint Development of the Island.” Approximately 4,000 people participated, including business representatives, government officials, and experts from 21 regions of Russia and 14 provinces of China. The forum’s program included more than 40 thematic areas, cultural and sports events. The operator was the Roscongress Foundation.
“The People’s Republic of China is a strategic partner of our country. And we intend to continue supporting and developing fruitful cooperation for the implementation of joint projects in the fields of economy, social and cultural ties,” said the Deputy Chairman of the Government – Plenipotentiary Representative of the President in the Far Eastern Federal District Yuri Trutnev.
The core of the forum’s business program focused on issues of joint development of Bolshoy Ussuriysky Island, logistics development, industrial and technological cooperation, tourism, education, and space technologies, as well as the application of artificial intelligence. The forum’s framework included the 30th meeting of the subcommission on transport cooperation of the Russian-Chinese intergovernmental commission and the interdistrict meeting of the Russian Export Center for the Far Eastern and Siberian federal districts on the national project “International Cooperation and Export.”
The central event of the business program was the plenary session “Russia and China: Strategic Partnership for the Benefit of the Peoples.” Representatives of the authorities and business from both countries participated in it. They discussed the prospects for the joint development of the Greater Ussuriysk Island territory, as well as issues of expanding interregional cooperation, strengthening transport links, interaction between sister cities, support for small and medium-sized businesses, the formation of new transport routes, and the development of Russian-Chinese tourism.
“The Second Russia-China Forum confirmed that Khabarovsk Krai is becoming a center of attraction for business, scientific, and cultural contacts between our countries. We see real interest from Chinese partners, growing dynamics in trade, investments, logistics, and tourism. Most importantly, agreements are turning into concrete projects that will work for the people, for the development of the territories, and for strengthening our common friendship. This corresponds to the strategic course set by the President of Russia, Vladimir Vladimirovich Putin,” noted the Governor of Khabarovsk Krai, Dmitry Demeshin.
The practical part of the business program included a pitch session for investment projects aimed at attracting investors to implement projects in the Far East. Investors were presented with development projects for “Khabarovsk-City,” the industrial park “Vostochny Most,” and the ski resort “Khekhtsir.”
The forum also featured large-scale B2B negotiations between Russian and Chinese entrepreneurs. Business representatives from 14 Chinese provinces held more than 270 individual meetings across 15 sectors – from food industry, agriculture, and engineering to tourism, IT, creative industries, logistics, and finance. Following the business program, Chinese entrepreneurs visited export-oriented enterprises of the Khabarovsk Krai.
“Our current forum closely and organically interacts with the Eastern Economic Forum, expanding the reach of its participants year by year and strengthening its influence. It has already become an important platform and a true hallmark of Russian-Chinese cooperation for all regions of Russia,” emphasized Chen Yongjun, Acting Consul General of the PRC in Khabarovsk.
The forum featured specialized discussions within the framework of the Cross Years of Russian-Chinese Cooperation in Education, dedicated to the development of vocational education, student and teacher exchange programs, joint development of educational standards, and the holding of professional skills competitions.
More than 25 agreements and memorandums have been signed at the forum, including with representatives of foreign companies and associations. Among the most significant are the memorandum on the implementation of a foreign investment project “Creation of production of internal combustion engines and mechanisms for the needs of shipbuilding and ship repair in the Far East,” as well as the agreement between the government of the Khabarovsk Territory and the Russian Export Center (REC, VEB.RF group) on the approval of the list of regional companies to be introduced to export markets during the REC acceleration.
The cultural and sports program of the forum included a concert by the Far Eastern Academic Symphony Orchestra featuring soloists from the Bolshoi Theatre of Russia and artist Shangzhong Jiang from the PRC, the ballet “The Blizzard” and operetta “Silva” by the Khabarovsk Regional Academic Musical Theatre, as well as the play “Fedora’s Grief” performed by the amateur Theatre of Special People “Key”.
For forum participants, exhibitions were held titled “Russia – China: Spiritual Neighbourhood and Historical Roots,” “Gifts from Embassies” from the collection of the Moscow Kremlin Museums, and an exposition from the Far Eastern Art Museum. The sports program included the Fuyuan – Khabarovsk sailing regatta featuring 20 yachts and about 90 athletes, as well as the “Generation of Winners” marathon dedicated to the 81st anniversary of Victory over Militarist Japan and the end of World War II.
A separate part of the program was the international gastronomic festival “Cuisines of Russia and China,” which featured 12 chefs – six representatives from each country. They presented dishes of Russian and Chinese cuisine using products from the Far East. Each day, the chefs sold 7,500 portions.
Within the framework of the youth program, the “Bridges of Solutions” platform was held. The event brought together 100 participants from Russia and China. Mixed teams worked on proposals for the development of Greater Ussuriysk in the fields of sustainable territorial development, environmental technologies, the digital economy, international relations, youth entrepreneurship, and education. In addition, as part of the forum, an extracurricular session “Live Conversation” was organized on the topic “Russian-Chinese friendship: history and modernity” and a youth motivational event of the Export School of the Russian Export Center (REC, VEB.RF group).
On the eve of the forum, on the sidelines of the XI Eastern Economic Forum, an agreement was signed between the government of the Khabarovsk Krai and the Roscongress Foundation on the annual holding of the Russia-China forum in Khabarovsk. Special attention in the agreement was given to the Bolshoy Ussuriysky Island. The parties agreed to jointly develop this project as one of the key topics of the Russia-China agenda. By 2030, the forum is expected to become a key platform for interaction between Russia and China, bringing together representatives of business, government authorities, and the expert community of the two countries.
The event was organized by the government of the Khabarovsk Territory with the support of the office of the Plenipotentiary Representative of the President of Russia in the Far Eastern Federal District, the Ministry for the Development of the Far East and Arctic, the Ministry of Foreign Affairs, the Ministry of Economic Development, the Ministry of Industry and Trade, the Corporation for the Development of the Far East and Arctic, and the Russian Export Center (REC, part of the VEB.RF group).
