The Moscow of tomorrow is a leading global city with a developed economy and innovative industry, where new knowledge and technologies are born. Sergey Sobyanin spoke about this in his blog.
“Dear friends, happy birthday to Moscow. In 2026, our city will turn 879 years old. Nearly nine centuries of history, encompassing many glorious and heroic chapters. There have been hardships, but each time, despite everything, Moscow continued to live and develop. And with every passing year, it became better and more comfortable for people to live in. This will be the case this time as well. Therefore, today, on City Day, I would like to share with you my thoughts on what Moscow should become in 5–10 years or even longer,” wrote Sergey Sobyanin.
Moscow is a city of comfort and high standards of living for 13 million residents, a place of attraction for many people. It is a global cultural and tourist center, an international capital of the creative economy.
Moscow is the pride and solid support of Russia. The quality of life standards of the metropolis are actively being implemented in other cities and villages across the country. In turn, the capital readily adopts all the best that is born in other regions.
“To meet these standards, we will have to solve many major tasks and implement many ambitious projects in the coming years,” noted Sergey Sobyanin.
Transport development
Transport is the balanced development of Moscow’s circulatory system. At the local level, it is the maximum possible implementation of the “15-minute city” concept. It is planned to build new roads and create urban transport routes for new residential districts, metro stations, and the Moscow Central Diameters (MCD), as well as for other points of attraction. An important and major goal is the active construction of the metro. Over the next seven to eight years, more than 30 new stations will appear.
The task at the national level is to extend the MCD lines to the major cities of neighboring regions, as well as to build the first high-speed highway line from Moscow to Saint Petersburg. As a result, a new transportation reality will be created for 40 million inhabitants of the two largest federal districts of Russia: the Central and Northwestern.
Every year, Moscow’s transport must become more environmentally friendly, comfortable, and flexible. Thousands of new electric buses and charging stations for electric vehicles will appear, along with hundreds of new metro and MCC trains. Innovative payment methods, taxis, carsharing, and personal mobility devices will enter the lives of more people, and a convenient pedestrian network will better combine the necessary physical activity with daily tasks.
Industry and Innovation — the New Industrialization of Moscow
For Muscovites, high-quality jobs will appear for highly qualified engineers, mid-level specialists, and representatives of many different professions. The city will receive additional tax revenue for the budget, new growth points, and modern infrastructure that attracts talent.
“Today, Moscow has more than 13 million square meters of modern industrial space. By 2030, this figure will almost double and exceed 25 million square meters. At the national level, this is technological leadership and sovereignty, critically important for Russia’s future,” added the Mayor of Moscow.
Urban Planning Policy
Another important task is balanced development and creating comfortable living conditions today and for many generations to come. At the local level, this means the fullest implementation of the 15-minute city concept, where a kindergarten, school, healthcare, retail, everyday services, recreational and leisure opportunities, and even attractive workplaces are located near home.
At the city level — the creation of new centers of economic activity. Each such center is a major transportation hub, thousands of jobs for qualified specialists, innovative production, and quality services.
Among them are, for example, the Mnevniki floodplain, which is becoming the largest center for sports, recreation, and creative industries; the territory of the Likhachev plant — an example of transforming a former industrial zone into a full-fledged urban district with housing, jobs, parks, a waterfront, sports facilities, and educational infrastructure; Skolkovo — the country’s largest innovation cluster; Rublyovo-Arkhangelskoye, developing as a new international business center; the South Port, where a comprehensive development site is being created on the bank of the Moscow River; and others.
Together they will create new opportunities for all residents of the capital, improving the quality of the urban environment and the economy.
“Large-scale construction is impossible without architecture of the appropriate quality. Essentially, there should be no place for standard development in Moscow. Every project — from a large business district to a small electrical substation in the yard — is a unique structure, and the aesthetics of which will be subject to the strictest requirements. The implementation of the renovation program is an absolute priority,” wrote Sergey Sobyanin.
Landscaping is a continuous process of improvements
Special attention will continue to be given to landscaping. Yards and parks will become cozier, architectural monuments throughout the city will be carefully restored, historical parks will be revived, and new unique public spaces will be created. The Ostankino Estate, the Kolomenskoye Museum-Reserve, and the MosKino film park are examples of this work.
More trees, especially on major streets and highways, is another imperative without question.
Adequate infrastructure development is critically important for economic growth and new housing construction. The city will work on developing its own power generation and expanding networks to increase electricity supply.
City of Health
The capital is creating the best mass healthcare in the world, accessible and comfortable for every resident. At the local level, this means the opportunity to receive the highest quality everyday care at their own clinic.
At the city level — a new framework for inpatient care: large multidisciplinary hospitals with strong medical teams, modern equipment, and unique centers of expertise. An important part of this standard is a healing environment: comfortable, bright, and thoughtfully designed spaces that reduce stress and aid recovery.
Each inpatient facility should become a large multidisciplinary center of specialized and high-tech care with unique centers of expertise, powerful diagnostic and therapeutic equipment, and a highly professional medical team.
The Moscow Multidisciplinary Clinical Center “Kommunarka”, the new complex of the St. Vladimir Children’s City Clinical Hospital, Moscow City Oncology Hospital No. 62 at the Skolkovo Innovation Center — examples of what hospitals of the future should look like. The plans include expanding this list with new complexes of the N.V. Sklifosovsky Research Institute of Emergency Care, the Moscow Clinical Research Center “Hospital No. 52”, as well as a new children’s hospital.
Smart assistants for doctors to make the most accurate diagnoses are also emerging, computer vision systems for automatic interpretation of radiological results, as well as proactive early detection and prevention of the most dangerous diseases are being developed.
These artificial intelligence medical services are developed by specialists in Moscow. They are promptly implemented in city polyclinics and hospitals, and then transferred for use in other regions of the country.
Care, good deeds, and essential services — a full life at any age
Every person should have the opportunity to receive the necessary assistance in a specific life situation, whether it is home social services, support in resolving a complex family issue, acquiring independent living skills for orphans, or comfortable living in a social institution.
Moscow has every opportunity for comprehensive recreation, development, and communication in children’s supplementary education institutions and Moscow longevity centers for the city’s older generation.
On the portal mos.ru and in the “My Documents” centers, it is possible to receive benefits, social payments, and necessary services as quickly and conveniently as possible. The capital will also continue to contribute to the creation of a comprehensive support and rehabilitation system for participants of the special military operation and their family members.
High-quality world-class education for all Muscovites
Every family should have the opportunity to send their child to a good kindergarten and school close to home. In the capital, the reconstruction of existing school buildings and the construction of new schools and kindergartens will continue. This means that most Moscow children will study in the best conditions.
For graduates, this is an opportunity to choose their future profession while still in school, undergo specialized training, gain initial practical experience, and successfully enter the college or university of their dreams.
At the city level, this is a solution to the problem of providing qualified personnel, primarily middle management. To achieve this, it is necessary to complete the renovation of existing facilities and build seven innovative colleges to train specialists in promising and in-demand fields.
And thanks to the implementation of the “Moscow Electronic School” services, kids from all regions of the country will have more opportunities to receive a quality education.
