For the entire duration of the mechanism large-scale investment projects (MaIP) the volume of private investments in the capital’s industrial infrastructure will amount to about 500 billion rubles. This was reported by the Deputy Mayor of Moscow for Transport and Industry Maxim Liksutov.
Moscow’s industry remains one of the most prominent sectors for long-term private investments. Businesses actively invest funds in the establishment of new productions, modern equipment, and technological lines.
“On the instruction of Sergey Sobyanin, the city is steadily expanding its production infrastructure, creating not only new sites but also conditions for the development of enterprises in various industries. An important role in this work is played by the mechanism of large-scale investment projects. Within its framework, 20 high-tech industrial facilities have already been put into operation in Moscow, creating more than 8,300 new jobs. Among them are productions of automotive electronics, food products, furniture, building materials, as well as modern technoparks,” said Maksim Liksutov.
Thanks to industrial MICs, modern factories, technoparks, and scientific and production complexes are emerging in the capital. They are expanding the city’s industrial base and creating conditions for launching new high-tech projects.
“Since 2022, investors implementing industrial-purpose high-impact projects (MaIP) benefit from a preferential land lease rate — just one ruble per year for the entire duration of the project. This support from the city allows businesses to allocate funds directly to creating new high-tech manufacturing, saving on one of the most costly expense items. Since the launch of the preferential lease program, the city has allocated more than 250 hectares of land to investors to establish new productions. Currently, about 60 such MaIPs are at various stages. This year alone, more than 57 hectares were allocated for eight projects,” noted the Deputy Mayor of Moscow for Urban Policy and Construction.
Minister of the Moscow Government, Head of the Moscow Department of Investment and Industrial Policy Anatoly Garbuzov added that only by the end of 2025, more than six thousand jobs were created within the framework of industrial SMEs. The volume of investments directed at construction, equipment procurement, and the implementation of advanced technologies amounted to about 50 billion rubles.
Among the landmark projects of 2025 are Moscow’s first specialized food technopark “Ryabinovaya, 44” in Ochakovo-Matveevskoe, a modern meat processing complex on Novoarlovskaya Street, and a furniture manufacturing plant on Kraskovsky Drive. In addition, thanks to MaIP, one of the largest dairy producers in Russia — Lianozovsky Dairy Plant — has expanded its capacity in the Dmitrovsky district.
The creation of industrial infrastructure continued in 2026 as well. In March, a unique complex of industrial enterprises of the FSC group of companies was opened, which combined high-tech production of modern building materials. It included three plants for the production of autoclaved aerated concrete, architectural double-glazed windows, translucent structures and modular facades, as well as a technopark.

The cluster was built with the support of the city: as part of the implementation of large-scale investment projects, Government of Moscow allocated a land plot in Zelenograd to the investor at a preferential rate of one ruble per year. The facilities were also included in the program to stimulate the creation of jobs. The total area of the four enterprises exceeded 80,000 square meters. After reaching design capacity, the complex will have over 800 new jobs.
As Sergey Sobyanin previously reported, private investors have directed nearly 53 billion rubles to construction of industrial productions, the construction of which was completed in the first six months of 2026. After reaching design capacity, more than 5,600 jobs will be created at the new enterprises. At the same time, by the end of 2026, it is planned to put into operation another 640.4 thousand square meters of modern production facilities in the city.
Large-scale investment projects have been implemented in the capital since 2016 and are one of the key tools for developing the city’s economy. Thanks to them, investors have the opportunity to develop industrial, social, and commercial facilities on preferential terms with commitments to create new jobs.
